This Friday the proposal for a decree-law on the state of emergency will be presented to the Assembly of the Republic in order to be approved by Parliament. The state of emergency goes into effect next Monday, but António Costa reminded, in an interview with Antena 1, that the circulation restrictions will not be immediately imposed.

“The decree-law of the state of emergency does not immediately apply these measures, (…) creates the possibility of, in case of need, being able to apply”, remembering that some restrictions have already been imposed, such as freedom of movement.

“This state of emergency extends the conditions under which freedom of movement can be limited, if and when necessary.”

8:25 am – Ban on entry into China extended to foreigners from ten countries

China has suspended entry of foreign passport holders from more than ten countries, including France, the United Kingdom and Belgium, in the face of new Covid-19 vacancies, it was announced today.

France, where the number of infected and dead is growing rapidly, is the last country to make the list, the Chinese embassy in Paris announced, adding that the ban will be reassessed “in light of the evolution of the epidemic”. Russia, Italy and Ethiopia are also affected by that measure and this week, Chinese embassies in the United Kingdom, Belgium, India, the Philippines, among other countries, announced that Beijing has decided to “temporarily suspend” the entry into the territory of non-Chinese citizens from these countries.

The measure includes people with valid residence permits for work, personal affairs and family reunification.

8h17 – New containment measures come into force today in Madeira

Bars and restaurants in the Autonomous Region of Madeira will close at 23:00 and 24:00 as of today, discos will be closed for 30 days and regional competitions will be suspended for the same period. The measures were approved Thursday by the regional executive, from the PSD / CDS-PP coalition, and integrate a new set of restrictions with a view to containing the covid-19 pandemic, when the archipelago reports a total of 202 active infections.

The government, led by social democrat Miguel Albuquerque, indicates that enforcement will be strengthened by the PSP, GNR and the Regional Economic Activities Authority, stressing that gatherings with more than five people are prohibited, unless they are members of the same family. The inspection will also be reinforced outside the establishments, in order to comply with the rules on distance, wearing the mask, banning gatherings and prohibiting the consumption of alcoholic beverages on the public road.

“Whether in restaurants, bars or the like, customers will not be allowed to stay in the countryside after it closes,” says the executive.

As of today, gyms are required to reduce capacity to 50 percent and measure the temperature for all users, as well as making alcohol-gel available at the entrance, with group classes being prohibited in indoor spaces or with more of three people, including the fitness coach. Regional competitions in all modalities are suspended for a period of 30 days, a measure that also covers teams and athletes participating in national non-professional competitions.

8h11 – Maritime police interrupts party with 30 people in Costa da Caparica

On Thursday, the maritime police interrupted a party at an establishment in the Costa da Caparica area, Almada, attended by about 30 people who did not comply with the prevention and dissemination measures of Covid-19.

In a statement, the National Maritime Authority (AMN), said that during a policing and inspection action within the scope of Covid-19 and aimed at catering establishments in the area between Costa da Caparica and Fonte da Telha, Almada, the local command the Lisbon maritime police interrupted a party with about 30 people.

“In addition to this activity being prohibited, it was found that measures to prevent the spread of the virus were not being applied, namely the non-use of protective masks and social distance,” says the AMN.

The maritime police determined the immediate suspension of the event and imposed social distance between people, having identified and assessed the person responsible for the establishment for non-compliance with the measures established in the last Resolution of the Council of Ministers, within the scope of the Covid-19 disease pandemic.

India has accounted for 670 covid-19 deaths and 47,638 new cases in the past 24 hours, including nearly 6,700 in New Delhi, grappling with a new wave, the Indian Ministry of Health said today.

With a total of 124,985 deaths, India is the third country in the world with the most deaths, after the United States and Brazil, according to the Johns Hopkins University count.

Covid-19. Parliament discusses and votes state of emergency

The parliament will debate and vote, from 16:00, the draft decree of the President of the Republic declaring the state of emergency in Portugal between 9 and 23 November to allow measures to contain the covid-19.

The decree is approved with the votes of PS and PSD, which together account for more than two thirds of the deputies, and also CDS-PP and PAN expressed availability to vote in favor, after confirming the content of the diploma.

The President of the Republic, Marcelo Rebelo de Sousa, promised to speak to the country after the vote in the Assembly of the Republic.

The PCP has clearly expressed itself against a new period of state of emergency, just as the Liberal Initiative also disputes this legal framework, while Chega has put “red lines”, as the refusal of a new general confinement – not contemplated in the diploma.

The Bloco de Esquerda (BE) considered this instrument unnecessary, but made the voting sense of the wording of the decree dependent, and the Ecological Party “Os Verdes” (PEV) expressed doubts on this matter.

The measures go into effect on Monday.

Circulation on public roads may be prohibited at certain times or days of the week, and the same happens with commuting between municipalities.

It is permitted to impose diagnostic tests to access workplaces, commercial spaces, public services or those in prison.

Temperature control may be mandatory when accessing or staying in certain spaces.

The Government is authorized to use health resources from the private, social and corporate sectors, preferably by agreement, but with powers to impose themselves.

As of Monday, public or private workers, armed and security forces, can be called on to help track suspected cases of covid-19.
46 dead within 24 hours

The pandemic has claimed 46 deaths in Portugal in the past 24 hours. In total, 2,740 people have died.

There are 4,410 more cases of infection. Since the beginning of the pandemic, there have been more than 161,350 cases.
2,362 people are hospitalized, 25 more than in the previous balance sheet.

In intensive care there are 320 patients, five less than in the last bulletin.
