Court of Auditors reiterates concerns about draft budget

The State Audit Office has reiterated its concerns about the 2021 budget. The state government’s proposal to determine the corona-related emergency by the end of 2023 is not only “constitutionally highly problematic”. Also because of the narrowly interpreted exemptions from the debt brake, a persistent emergency situation must be determined anew every year by the state parliament, the state audit office in Potsdam announced on Saturday.

In addition, reserves would have to be released before net new debt if they were not earmarked. The state parliament should therefore consider making use of the future investment fund formed in 2019 before taking out new net borrowing.

A certain percentage should be set for the repayment of the emergency-related loans, otherwise the repayment installments would decrease as the budget rises again.

So far, the state government has planned new debts of 1.9 billion euros for 2021. It is controversial that the planned state budget for 2021 is already reserving money for corona measures in 2022 and 2023 and that an exceptional emergency is to be determined for this by 2023. On the other hand, the opposition is storming in the state parliament and is demanding that this be fixed for only one year.
