Councillors ask for 40 percent of plurinominals for the opposition

Mexico City. For groups that supported opposition candidates, a fair distribution in the Chamber of Deputies would be 60 percent (300 deputies) for the majority bloc, led by Morena, and 40 percent for the rest of the parties.

The above is because they say that on June 2, 54 percent of voters voted for the Morena-Verde-PT alliance, and 42 percent for the PRI, PAN, PRD and Movimiento Ciudadano.

Members of organizations such as Unid@s, Seguimos En Marcha and Marea Rosa met privately on Tuesday morning with advisors from the National Electoral Institute (INE), most of whom reportedly said that “they have not made a decision in this regard.”

At the same time, they were informed that the General Council of the INE reached an agreement on December 7 regarding criteria for the distribution of proportional representation spaces, also known as plurinominal.

According to this version, put forward by members of groups that in recent months led the demonstrations identified with the phrase “The INE is not to be touched,” the vote of the general council, to be taken in the session of next August 23, would not be unanimous, since “they are analyzing the possibility of their own interpretation.”

They also asked the INE to explain to voters the issue of distribution and over-representation.

“Today we know – the groups indicated – that the ruling party and its allies, through the undue intervention of the Ministry of the Interior, intend to benefit from 75 percent of the seats in the Chamber of Deputies, despite having obtained 54 percent of the votes, while the citizens who voted for other political forces, and who represent 46 percent of the votes, are affected and underrepresented to the point of having 25 percent of the votes in said Chamber. The above represents a serious alteration to the popular will.”

This is stated in the text signed by the people who attended the meeting with the INE councilors, including César Damián, from Unid@s; Beatriz Pages, from Sí por México; Mariana Calderón, Sí por México; Amado Avendaño, from the National Civic Front; Fernando Belaunzaran, from the National Civic Front and Tomislav Lendo, from Poder Ciudadano.

According to his perception, the INE must make a “historical, teleological and guarantor interpretation” of the provisions of constitutional article 54 “to consider that the ceilings of over-representation are applicable to all political forces, and not to political parties individually.”
