Council of Ministers Approves Increased Aid for Film Exhibition Halls in 2023

The Council of Ministers has approved the call for competitive aid to film exhibition halls for the development of their activity in 2023 for a value of 14,500,000 euros. This figure represents an increase of more than four million compared to the 2022 call.

The objectives of these subsidies are, on the one hand, “to promote the activity of film exhibition halls, which constitute a fundamental vehicle for access to culture and play a decisive role in the activity of the cinema sector. And, on the other hand , facilitate access to a cinematographic culture that is as diverse as possible, enabling the presence in the theater programming of productions of different nationalities and languages,” the ministry responsible for the matter has stated.

This measure aims to continue the support that began in 2020 for the exhibition sector, one of the most affected by the extraordinary health crisis situation caused by COVID-19. Although 2022 closed with 61.2 million viewers, 45% more than the previous year, pre-pandemic numbers have not yet been recovered.

The owners of the targeted film exhibition halls, in addition to maintaining their activity during the year 2023, have had to screen, between January 1 and August 31, 2023, a percentage of at least 25% of community films, this that is, those who have a nationality certificate issued by one of the Member States of the European Union.

To calculate this percentage, the programming of one whose original version is in any of the official languages ​​of Spain, of the languages ​​statutorily recognized by the autonomous communities, or of the legally recognized Spanish sign languages, will be counted as two films.

The call establishes an evaluation commission that will evaluate the applications according to the criteria and scale established in the resolution, relating to the percentage of scheduled community film sessions and the impact on towns with less than 50,000 inhabitants. For its part, the determination of the amount of aid will depend on the number of screens in each theater, the percentage of community film sessions and the total number of community and non-community film sessions.
