CÔTE-D’OR: Rives de Saône presents its objectives for the development of renewable energies

The Rives de Saône community of municipalities is the coordinator of the energy transition. The intercommunality examines all the possibilities of producing renewable energies in its territory.

RENEWABLE ENERGY DEPLOYMENT OBJECTIVES IN THE BANKS OF THE SAONE

Following the interpellation of a collective by mail and the demonstration on Saturday January 16, 2021 in the town of Franxault, the Rives de Saône community below presents its objectives for the development of renewable energies in its territory. Through its recently adopted Territorial Air Energy Climate Plan, it becomes the energy transition coordinator and examines all the possibilities of renewable energy production in its territory.

The Community of municipalities recalls in the preamble that it does not administratively carry projects.

1. The Rives de Saône Community of Communes, coordinator of the energy transition on its territory

On the issue of Climate, and changes already visible and expected in the coming years, France is committed at the national and international level: it organized the COP21, enabled the signing of the Paris agreements, and it set national objectives to limit climate change and its significant consequences through Law No. 2019-1147 of 8 November 2019 relating to energy and climate.

To achieve these objectives, the State relies on intercommunalities with more than 20,000 inhabitants by entrusting them with the coordination of the energy transition in their territory through the law of August 18, 2015 on energy transition for green growth. . This coordination involves the drafting of a Territorial Air Energy Climate Plan (PCAET) which lists all the actions on the energy transition to achieve national objectives.

The Rives de Saône Community of Communes is committed to this energy transition approach and voted on February 19, 2020, its first Territorial Air Climate Plan for the period 2020-2025. As such, and in accordance with the law, it is the coordinator of the energy transition on the scale of its territory.

Thus, in addition to all the actions undertaken or planned to reduce energy consumption, the Rives de Saône Community of Communes must facilitate the deployment of renewable energies to enable the achievement of national objectives. Its PCAET has defined, in its action plan, an objective dedicated to the production and distribution of renewable energy in the region.

This objective should enable the community to aim for an energy production of 210 GWh in renewable energies by 2030 (i.e. 115 GWh more than what is currently produced) and of 262 GWh by 2050. The The aim of the process is also to enable citizens to reclaim the means of producing renewable and local energy.

2. The role of wind power in achieving the objectives of the PCAET: powerful energy for a limited occupation of floor space

In order to meet national objectives, the territory of the Rives de Saône Community of Communes must accommodate at least the equivalent of 115 GWh additional in renewable energies on its territory by 2030.

Also, the installation of wind turbines in our territory promotes the achievement of these objectives. For example, the Rives de Saône wind power project allows an increase of several tens of additional GWh, allowing us to reach part of our objective.

Even if wind turbines are visible structures, including them in the community’s energy mix makes it possible to limit the surface consumption necessary for the deployment of other types of renewable energy. For example, the footprints on the ground compared to the powers produced by renewable energies are particularly diverse.

3. The single environmental authorization: arbitration and the State’s decision on the future of the project

The Rives de Saône wind farm project is being studied by a local developer, SEML Côte d’Or Energies; the machines would be located in the municipalities of Bousselange, Chamblanc, Franxault, Grosbois-Lès-Tichey, Montagny-lès-Seurre, and Pagny-le-Château. In the rest of the process, SEML Côte d’Or Energies will have to submit a file to the prefecture of Côte d’Or for instruction. It is the latter which grants or not an authorization for the implementation of the project according to the presented file: study of the impacts on the environment including fauna and flora, the landscape, noise …, technical elements implementation, … by considering the results of a public inquiry provided for in the process.

The Community of Communes is therefore not competent to issue an opinion or a decision on the continuation of the project.

The Community of Municipalities as coordinator of the energy transition is in favor of the introduction of new renewable energies on its territory allowing on the one hand, to achieve the national objectives and on the other hand, to obtain a diversity of energies. produced locally. However, it cannot replace the State on the admissibility or otherwise of the specific Rives de Saône project with regard to the regulatory requirements imposed by such a project.
