The son is the head of the county. The father is a businessman. The company connected to the public money, managed by the son, works – surprise! – and for the businessman father’s company. All under the generous cover of “support for farmers and consumers”.
When we look at the big picture, things are much more complicated and bordering on the criminal. In order to help farmers capitalize on their production, the Timiș County Council decided to build three collection centers, the first being built in Tomnatic commune.
The company that won the tender for the pilot center in 2020 is SC Taiv David Lucas SRL. It only started work in the first months of 2022.
The one in charge of supervising the investment is the vice president of the institution, Alexandru Proteasa.
About 50 km away, near Timișoara, in Moșnița Veche, also in 2022, work began on a shopping center.

Coincidentally, in 2019, when he was still a local councilor in Moșnița, Proteasa initiated and approved a decision by the Local Council establishing the urbanization of the center of the town, where it is now being built.
The investor who is building the new complex, the company Stef One Developments SRL, which has two other companies as partners: in one the father of the vice-president Proteasa is associated, in the other is his aunt.
When contacted, the second company has the mobile phone number of the vice president of the County Council in its right.
Moșnița Nouă City Hall gives an authorization to demolish a house and build a shopping center, without having previously approved a zonal urban plan, under the conditions that this was mandatory, because commercial spaces are being built instead of homes.

After images of the Proteasa vice-president and the builder Tamaș appear in the public space, for a short time another sign is put up, in which it is said that the works are being carried out in-house, after which the first one reappears.
The rain that spoils things
Now, on the ground, the situation is different. At the Tomnatic collection center there is a lock on the door, waiting for reception.
Although the value of the works was supplemented by the Timiș County Council with almost 4 million lei, the quality leaves much to be desired. It only took a little rain for us to see that things were not right.
The best evidence: the huge puddles in the fruit-vegetable center, which has not been inaugurated until now.
And those are not the only problems. The complex is not yet connected to the electricity grid, although the County Council wants to make the reception.
The fence is already full of rust, with areas where it hasn’t even been painted. Even the concrete of the fence is cracked in several places.
There is great commotion at Moșnița Veche. They were working on all fronts when I got there.
And immediately the surprise appears: even if it appears in the documents that the works are carried out by the Tamaș Individual Enterprise, in reality the employees of the company that has a contract with the Timiș County Council to build the fruit-vegetable center work here.
After an employee alert on a phone, suddenly the activity is interrupted and the workers disappear in all directions, one of them comes determinedly towards us.
The head of CJ Timiș spares his protégé
From his office at the County Council, Alexandru Proteasa assures us that he has no connection with the Tomnatic center.
“I don’t know exactly, because I haven’t been coordinating the investment department for almost a year”, claims Proteasa.
The president of the institution and his political protector, Alin Nica, contradicts him.
“Well, Mr. Proteasa is in charge. So, I don’t know how he told you that he doesn’t deal, because his lordship’s attribute does, he deals with this matter. He is even the coordinator of the commission in charge of the operationalization of the Fruit and Vegetable Centre”, declared Alin Nica.
When it comes to how the same builder ended up working on the County Council’s investment and on his family’s construction site, Alexandru Proteasa responds with irritation.
“The fact that there are certain contracts that I make, I don’t know, my parents with certain companies that may have worked with the County Council or work, I don’t think it’s a problem. Because, I repeat: we are not a county where we have thousands of companies where you can choose”, he claims.

The father of the Proteasa vice president, a shareholder in the investment company, does not clarify the mystery either. The owner of the construction company comes up with his own explanation, but it is also unclear.
The builder gets angry when we ask him about the problems discovered with the investment made with public money.
Until the reception of the work of over 16 million lei is done and the works on the commercial center of the family of the vice-president Proteasa are finished, his father, vice-mayor during the communist era, concludes clarifyingly: “Politics is not for people who have common sense and who are fair! “.
