Why is a department classified as red?

The fact that a department is considered Covid-19 active traffic zone depends on one indicator in particular: the incidence rate. If this rate exceeds 50 new cases of Covid-19 per 100,000 inhabitants in one week, the department is classified in the red zone. The indicator is calculated from the results of PCR tests (by a sample from the nasal cavity). Two levels have been defined by the Ministry of Health: the vigilance threshold (when more than 10 people out of 100,000 are infected) and the alert threshold (therefore, when this figure reaches or exceeds 50).

As had announced Jean Castex at the end of August, the national average incidence rate is “39 positive cases out of 10,000”. Is “Four times more than a month ago”. Put in place additional health measures
