The Executive ordered this Saturday that the professionals who won a paid position in the Rural and Urban Marginal Health Service (Serums) 2020-I of the Ministry of Health (Minsa), will be able to work in the first-level health care facilities located near their residences until inter-provincial transport (land, river and air) is reactivated, which was suspended by the state emergency due to the health crisis of the COVID-19.
“Provide, exceptionally and until the Executive Power reactivates the interprovincial transport of passengers by land, air or river, that the health professionals who awarded a paid position of the Ministry of Health (Minsa), of the Regional Directorate of Health (Diresa) or the Regional Health Management (Geresa) in the Serums 2020-I Process and who have not been able to travel to the assigned health facility as provided, make themselves available to the Directorate of Integrated Health Networks – Diris or Diresa / Geresa, as appropriate, to be temporarily assigned to the health care facility of the first level of care closest to the place of their residence or domicile to perform their service ”, establishes the Ministerial Resolution No. 446-2020 del Minsa that was published in “El Peruano” this Saturday.
It also refers that in the case of the places awarded in the health services of the Armed Forces, the National Police, EsSalud and private institutions, these entities must evaluate whether they avail themselves of the provision to assign professionals to a health center close to their households.

Professionals who awarded a paid place in the Serums 2020-I process will have up to 7 calendar days to make them available to the Regional Health Directorates (Diresa) or Regional Health Management (Geresa). Likewise, it is pointed out that they will be able to do remote work until the sanitary conditions allow the face-to-face work of all the personnel in the health establishments.
The person in charge of the health establishment will assign health professionals under the equivalent modality, functions or tasks compatible with remote work, which do not exceed the limit of 18 hours per week.
The norm also modifies article 33 of the Serums Law. In this way, the creation of the digital file of the documentation registry of the health professionals who award a place in the Serums process is provided, for the purpose of signing the contract or issuing the resolution to start the service.
Regarding the payment of installation costs for health professionals who awarded a paid position in the Serums 2020-I Process, the Minsa resolution indicates that these will be managed in accordance with the procedure and deadline established by each institution.
