Coronavirus: – Full confusion – got figure

On Monday 26 October, City Councilor Raymond Johansen advised Oslo citizens not to have more than ten social contacts per week. The measure was so confusing that both Johansen and Prime Minister Erna Solberg were confused.

It now turns out that the Norwegian Directorate of Health recently recommended the government to introduce this measure at the national level, but that Solberg and the government rejected it, and rather recommended everyone to “limit social contact with other people”.

In addition, internal documents show that the Ministry of Health and Care Services asked the Norwegian Directorate of Health and the National Institute of Public Health to explain what a social contact really is.

The concept

The Norwegian Directorate of Health explained that this system should take special care of singles. This bubble concept was used by New Zealand in connection with the closure of society.

When it was discovered that shutting down society had consequences for social contact beyond one’s own household, it was suggested that singles in particular should be allowed to form an infection bubble with a selected household in order not to end up in social isolation, explains health director Bjørn Guldvog and his directorate.

Since then, the concept has been expanded to a recommendation to stick to a fixed group of people. This is to avoid increased infection and increased strain on the infection trace.

At the very end, the Norwegian Directorate of Health also proposed introducing measures for a maximum of ten people at private events. This is because it was in line with the measure of a maximum of ten social contacts per week. The government chose to go for a maximum of 20 people instead.

Canceled plans

Minister of Health Bent Høie revealed to Dagbladet that when the measure came into force for Oslo last week, he had to cancel plans.

– I intend to comply with this measure. This means that there are some things that I had planned in November, which will not happen. It’s sad, of course, but that’s how it is, Høie told Dagbladet.

Prime Minister Solberg told Dagbladet that the measure would not be a problem to comply with, as she does not meet so many in private. Besides, she keeps two meters away from others, she argued.
