One and a half million flu vaccines that should have arrived in Lombardy and that will not arrive. The last tender of the Region was not awarded. It emerges from an Aria document, the regional company for innovation and purchases, which on 30 September writes: The only offer received was found to be inappropriate as compared to the prescriptions of the specification it did not provide for a single offer price and envisaged supply deliveries after 21 November 2020 set as the maximum delivery deadline. Outside the technicalities it means that there is no one on the market at the moment able to offer what you need in times compatible with the anti-flu campaign. whose departure, on the recommendation of the Ministry of Health, should have been anticipated at the beginning of October. The only company to participate is Life’On (GuoYaoZhunZi theauthorization marketing of the Chinese FDA) which offers the vaccines at a price of 22 million and 687 thousand euros (7.6 million more than the announcement) and which would not be able to provide the required doses before 80-90 days.

The race just skipped is announced on 7 September. Request: 1.5 million doses, at a price of 10 euros each, for a total of 15 million euros. On 11 September, Aria corrected the procedure to make it more attractive, allowing for the advance payment of 15 million, something that practically never happens. The 10 euros per dose put on the table should also be considered: they are double compared to what was offered in the first races. Even so, however, the Lombardy Region does not bring home the result. the sign that by now the availability of the market has run out. After all, this is the ninth tender called by Aria: three are not awarded, one is suspended, one is deserted. With the four successful results, Lombardy managed to obtain one million and 868 thousand vaccines for adults and 430 thousand for children. Almost 2.2 million people over 60 who should be vaccinated are alone (75% of the total). Plus there are all other risk categories and those hoping to buy the vaccine at the pharmacy.

But how is it possible that Lombardy, precisely the region most affected by Covid-19, finds itself having to deal with a lower number of influenza vaccines than expected? For months, everyone has been aware of their importance, also to allow doctors to distinguish the symptoms of one from the other and not to unnecessarily overload either hospitals or swab analysis laboratories.

To answer the question, it is necessary to start on March 23, the date on which Lombardy counts 1,555 new cases of Covid and 320 deaths in a single day. then that the Aria purchasing center certifies the failure of the first tender: It is proposed that the procedure not be awarded since, by the only participating operator, bids exceeding the starting price were submitted. At that time, Glaxosmithkline was available to supply 1.3 million vaccines at 5.9 euros per dose. But the tender called by Aria for 4.5 euros per dose, probably in an effort to save.

The second tender is canceled on 21 May because the heads of the health department realize that more vaccines are needed than were required. Outcome of the third race on 23 June: the offer rose to 5.9 euros per dose but there are only 20 thousand pediatric vaccines, nothing for adults. After the four successful races during the summer, on 24 August the problem arises again: no offer received for 700,000 vaccines for adults at over 4 million euros. With the last race, the ninth, Lombardy is willing to pay them more than double but now it cannot find them.

On the failure of the races at a time when the fundamental anti-flu, the council group of the Democratic Party in the Region has been hitting the nail since the beginning of August for the voice of Carmela Rozza. The councilor for Sanit Giulio Gallera has always ensured that everything is under control. It is true that 80% more vaccines were purchased this year than last year, but Lombardy starts with a vaccination rate that did not even reach 50% of the population at risk. And this year cannot be like that.
