Stuttgart – In Baden-Württemberg, urban and rural districts with low numbers of infections are allowed to loosen the corona lockdown more strongly from Monday. Prime Minister Winfried Kretschmann (Greens) and Education Minister Susanne Eisenmann agreed on this, the state government announced on Thursday evening in Stuttgart. Specifically, this means: In circles that are stable below 50 new infections per 100,000 inhabitants in seven days, the retail trade, among other things, can gradually open.
Until recently, the green-black coalition had discussed using the nationwide incidence as a benchmark for openings in order to avoid possible shopping tourism between the districts and a patchwork quilt. But that would have meant that there would hardly have been any major easing in the long run. The nationwide incidence has been rising steadily for about two weeks and is now 56.3. In contrast, 16 of 44 urban and rural districts are below 50, 7 of them even below 35.
The resolution of the federal and state governments, which Baden-Württemberg now wants to implement, stipulates that retailers can reopen from next Monday with a 7-day incidence of less than 50 – albeit with a limit of one customer per 10 square meters or 20 square meters depending on the sales area. It is then also possible to open museums, galleries, memorials, zoological and botanical gardens as well as contact-free sports in small groups of up to ten people in the outdoor area, including on outdoor sports facilities.

With a 7-day incidence of up to 100 new infections per 100,000 population, limited relaxation applies to these areas. Shopping is then only possible with an appointment (Click & Meet) and you have to book an appointment in other facilities as well. Contact-free sports with a maximum of 5 people from two households and outdoors for groups with up to 20 children up to 14 years of age are also possible.
The statement from the state government also states: “Joint arrangements are to be made with the neighboring areas with higher incidences in order to avoid supra-regional or cross-district use of the open offers as far as possible.” However, it is not yet clear how this should be controlled. Kretschmann wanted to explain further details this Friday at a special session of the state parliament, it said.

The Baden-Wuerttemberg County Association had previously expressed criticism of openings by district. One feared an “alternate traffic” in circles with greater relaxation.
Neighbor Bavaria has also opted for a step-by-step plan at the municipal level. If the incidence is stable below 50, more easing is possible, for example for schools, trade, culture or sport. If it is above 100, an emergency brake applies, which again puts a hard lockdown into effect.
