The Norwegian Institute of Public Health will not recommend domestic use of corona passports in Norway. The Norwegian Directorate of Health, on the other hand, is open to this. If it becomes relevant with domestic use of corona passports in Norway, the Norwegian Directorate of Health believes that the best alternative is a so-called 2G solution, where you only give access to people who have been vaccinated or have undergone illness. The main purpose of such a solution will be to shield the unvaccinated from infection.
The Norwegian Directorate of Health is also open to an addition to the solution, where in some cases vaccinated and people who have undergone illness can be tested before they are admitted.
This differs from the solution that has previously been preferred, where even unvaccinated people should have the opportunity to test themselves for a valid corona passport.

– We are open to domestic use of corona certificates in Norway, and wrote in ours professional basis that there are opportunities for this, but that it will not have a great effect on the actual spread of infection. Critical to corona pass
The National Institute of Public Health writes in its professional assessments that the use of corona passes will to a small or no degree be able to prevent a general increase in infection and possibly prevent future closures. Furthermore, they do not recommend using corona passports to motivate people to get vaccinated. In addition, they believe that using corona passes can make people feel compelled to take an unnecessary refresher dose.
On the other hand, FHI believes that the use of coronary passports will be able to protect unvaccinated people from serious illness by preventing them from meeting infectious people. At the same time, they point out that unvaccinated people can still be infected elsewhere in society.
– We are first and foremost critical of measures that do not work, and therefore our infection control professional assessments are crucial. In November and December, we considered that it was possible to use a corona certificate to keep unvaccinated people out of gatherings where vaccinated people could get access if they wanted, says director Camilla Stoltenberg to Dagbladet and continues:
– But the situation has changed a lot since then, and now we think it is more difficult to identify what infection control effects a corona certificate can cause, but we will look at it again.
– How likely is it that you will turn around?
– I do not quite know if it is a matter of turning around. It is a question of making an assessment of whether this will have an infection control effect, and pointing out the dilemmas associated with the use of corona certificates.

Open for corona pass
Minister of Health Ingvild Kjerkol (Labor Party) tells Dagbladet that the government has asked the trade unions to reconsider the use of corona passports in Norway because the government is open to being able to use it to provide relief to fully vaccinated people.

– A corona certificate that distinguishes between vaccinated and unvaccinated may be necessary, but I do not think it is the measure that ensures that we get the vaccine numbers up. Minister of Culture Anette Trettebergstuen (Labor Party) tells Dagbladet that the culture industry is very keen on domestic use of corona passports in Norway.
– There is a strong desire from the cultural industry for corona passports to be introduced. This could mean that you can be open and that people consider it safer to use cultural life. This is also something behind the assessments when the governments now ask the trade unions to propose a possible model for the introduction of corona passports.
