Lower Saxony expects the first vaccine delivery at the end of December. First, people in care facilities should be immunized. Meanwhile, the payment of doctors in vaccination centers has been clarified.
“As soon as the first deliveries of a vaccine arrive in Lower Saxony, we will start with the vaccinations – initially for the most vulnerable people and health care workers,” said Health Minister Carola Reimann (SPD). If everything goes according to plan, vaccinations will start in Germany on December 27th. Whoever is vaccinated against the coronavirus first is regulated by an ordinance that Federal Health Minister Jens Spahn (CDU) signed on Friday.
Districts organize mobile vaccination teams
According to the Ministry of Health, the districts organize which services come to the care facilities in Lower Saxony to vaccinate the residents. The 50 vaccination centers in the country are due to start operating at a later date – an exact date was not initially given. Organizationally, the centers are already operational, according to the Lower Saxony City Council.
Framework contract for work in vaccination centers
The state has meanwhile agreed on a framework agreement with the Lower Saxony Association of Statutory Health Insurance Physicians (KVN) for vaccinations in the vaccination centers. This means that another hurdle has now been overcome, said Reimann. So far, almost 2,400 doctors have expressed their interest in a mission, as reported by NDR 1 Lower Saxony. Their contact details would now be forwarded to the vaccination centers in the districts, which should then coordinate duty rosters. The contractual agreement between the state and KVN about the remuneration of the doctors is the foundation for the commissioning and enables further decisions on site, said the general manager of the Lower Saxony City Council, Jan Arning.

Vaccination groups divided according to age and risk
The nationwide vaccination concept provides that all people older than 80 years are vaccinated first, as well as the staff and residents in nursing homes. Health workers with a very high risk of infection, for example in intensive care units, emergency rooms and emergency services, also belong to the first group. If everyone in this group who would like to be vaccinated, the second group comes into play. This includes people over the age of 70 and, among others, people with dementia or an intellectual disability.
At first only 11 to 13 million vaccine doses for Germany
The third group includes people over the age of 60 and people with diseases such as cancer or diabetes. The police, fire brigade, employees in food retailing, educators and teachers are also assigned to the third group. In the first quarter, the Federal Ministry of Health expects 11 to 13 million vaccine doses for all of Germany.

Prime Minister Weil praises the list of priorities
Prime Minister Stephan Weil (SPD) praised the prioritization: “It is right that we are initially protecting, directly and indirectly, those who have a particularly high risk of becoming seriously ill or even dying from a corona infection.” He also considers the further prioritization to be very understandable and ethical, said Weil. It is regrettable, but it must be accepted that professional groups such as police officers and teachers, who often have direct contact with people, still have to wait a certain time before they can be vaccinated. “I very much understand the desire of these people in particular to get vaccination protection quickly,” said Weil. “Unfortunately, we have only a limited amount of vaccine available for the first few weeks of next year.”
