Education Minister Grant Hendrik Tonne (SPD) has announced easing for schools and daycare centers. In future, the facilities should only go into scenario C if the incidence value is above 165.
“The federal government gives us this framework, and we want to make full use of it,” said Tonne. Scenario B then applies in schools with alternating lessons; in day-care centers, all children can again be looked after in fixed groups and rooms. So far – with the exception of elementary schools – a value of 100 has already been switched to scenario C. “I think this step is very necessary, but also responsible,” said the Minister of Education. Special schools and graduating classes should even have classroom teaching throughout, regardless of the incidence value.

Self-tests ensure more security
The basis for the relaxation are various security measures and in particular the self-tests that have been carried out since the Easter holidays, according to Tonne. The tests have already identified more than 600 infected people and prevented the virus from spreading. The fact that there have been no mass outbreaks or hotspots at the schools so far also speaks in favor of further openings. “Under these circumstances, more face-to-face teaching is possible,” Tonne emphasized. “We are laying an important foundation stone so that we can finally provide the children and adolescents with the urgently needed offers again.” Many students in Lower Saxony have been in pure distance learning for almost five months and have not attended their school since mid-December.
No plans to switch to scenario A yet
With regard to the question at which incidence the schools can switch back to scenario A, Tonne did not want to commit himself yet. “We now want to create reliability with scenario B first,” said the minister of education. A short-term change between the scenarios is very difficult for the schools. Therefore, even municipalities with an incidence of less than 50 would initially remain in scenario B.
