Baden-Württemberg immediately implements the resolutions of the Prime Minister’s Conference on August 10th. From August 16, the new regulations will apply, which will remove most of the restrictions, especially for vaccinated and recovered people.
The federal government and the states have each other agreed on August 10, 2021 to adjust the corona restrictions (PDF). Most of the restrictions do not apply, especially for fully vaccinated and recovered people. The previous four incidence levels have also been dropped in Baden-Württemberg.
However, the mask requirement in its current form remains for everyone. This means that in closed rooms – with the exception of private areas – and outdoors, if the distance of 1.5 meters to other people cannot be maintained permanently, the mask requirement continues to apply. Children up to and including five years of age will continue to be exempt from the mask requirement. The distance and hygiene regulations also remain in place. It is also mandatory to record the contact details.
Infection events are further taken into account
The state government reserves the right to take additional measures if the outbreak intensifies and the health system is threatened with overload. To do this, she will continuously monitor the occupancy rate of the intensive care beds, the seven-day incidence, the vaccination rate and the number of severe disease courses.
At the start of school, regardless of the incidence, the mask requirement generally applies again for two weeks in class. The schools will also continue to offer a free, close-knit test offer for the pupils as well as for the teachers and staff.
Compulsory testing for people who have not been vaccinated or who have recovered
Those who do not want to be vaccinated will in future have to show a negative antigen rapid test that is no longer than 24 hours old in more areas. A negative PCR test is required in certain areas – it must not be older than 48 hours. This applies uniformly to the whole of Baden-Württemberg – regardless of the current 7-day incidence in the respective city or district. In this way, Baden-Württemberg is simplifying the regulations, as they are now again uniform across the country.
Children up to and including five years of age as well as pupils in elementary and secondary schools, pupils at special education and advice centers (SBBZ) and vocational schools are exempt from the test requirement. Proof is provided here by means of a corresponding identification document such as a child ID card or a student ID card. Six and seven year old children who have not yet started school are also excluded.
The obligation to test for unvaccinated persons applies in the following areas:

- Galleries, museums, memorials as well as archives, libraries and libraries – people who only collect or return media do not need a 3G certificate.
- Indoor gastronomic offers – food can be picked up without a 3G certificate.

- Indoor entertainment venues such as arcades, betting rooms and casinos.

- For indoor sports, for example in fitness studios, swimming pools or sports halls.
- Saunas and similar facilities such as solariums, steam baths or hammams.
- Tourist travel offers such as river and sea shipping in excursion traffic, tourist bus, train and cable car traffic, Zeppelin sightseeing flights and museum flights.
- Access to closed rooms in amusement parks and other leisure facilities such as zoological and botanical gardens as well as high ropes courses, indoor playgrounds and mini golf courses.
- Adult education offers such as adult education courses in closed rooms.
- For offers from music, art and youth art schools.
- In accommodation establishments such as hotels of all kinds, guest houses, guest houses, holiday apartments, holiday homes, holiday parks, sharing accommodation such as airbnb offers, (permanent) campsites and chargeable motorhome parking spaces, a test is required upon arrival and then every three days during the stay .
- Clubs and discos. Visitors who have not been vaccinated or who have recovered must show a negative PCR test.
- Prostitution centers, brothels and similar establishments.
The test requirement does not apply to leisure and amateur sports in outdoor sports facilities, bathing lakes with controlled access and outdoor pools, as well as sports for business purposes, rehabilitation sports, school sports, study programs and top or professional sports.
Religious events are exempt from the compulsory test.
For events / activities in closed rooms, all visitors must show proof of vaccination, proof of health or a negative corona antigen rapid test.
Providers, organizers, operators and service providers are obliged to review the test, vaccination or recovery certificates to be submitted.
Relaxation of contact restrictions and private celebrations
Providers, organizers, operators and service providers are generally obliged to create a hygiene concept and to record the contact details of visitors and customers. He has overall responsibility for the organization. In retail, the contact details do not have to be collected.
For events with more than 5,000 visitors, the organizer must present the hygiene concept to the local health department in advance.
The contact restrictions and regulations for private parties are lifted.
Tests remain free until October 11th
The tests can continue to take place on site at the facility under the supervision of the operator, in a corona test station or at the workplace, if there are suitably qualified staff to confirm the test results.
The federal and state governments have agreed that rapid antigen tests will continue to be publicly funded until October 11, 2021 and will remain free of charge for citizens. After that, people who do not want to be vaccinated have to pay for the rapid antigen test themselves.
Children up to and including five years of age are exempt from the test requirement. Free tests are still available for people who cannot be vaccinated for medical reasons or for whom there is no general vaccination recommendation – especially pregnant women, children and adolescents under 18 years of age. There is also a close-knit free test offer in schools for pupils in general education schools.
The federal government will adapt the existing measures of the Occupational Safety and Health Ordinance to the current situation and extend them. This applies in particular to the obligation to create and update company hygiene concepts as well as the obligation to test offers for employees. The responsible Federal Ministry of Labor and Social Affairs will inform you about this in a timely manner.
