Under the motto “flatten the curve 2.0”, that is, to slow down the increase in the number of infections in autumn and winter as much as possible, the paper from the Ministry of Health provides for a number of measures: masks should still be used when shopping or on buses and trains must be worn until the coming spring. Corona rapid tests, on the other hand, could only be free until mid-October.

A ministry spokeswoman said the free citizen tests have so far helped break a third wave and provide additional security for everyday life. “Everyone can now be vaccinated, so we believe that the tests cannot be financed by taxpayers on a permanent basis,” she said.

“Why should the general public pay?”
The Federal Minister of Justice Christine Lambrecht of the SPD also thinks that as soon as everyone who could be vaccinated has received a vaccination offer, the question arises whether the tests can then continue to be paid for by the general public.
It is not about the fact that, for example, pregnant women or people with previous illnesses who cannot be vaccinated are affected. Rather, it is those who made a conscious decision not to be vaccinated. They would then have to make the decision whether to pay for tests if they want access to events and restaurants.
The vaccination rate should increase significantly
Keyword access: From September this could be restricted for everyone who does not fall into the so-called 3G group – those who have been vaccinated, those who have been tested and those who have recovered. Regardless of the incidence. The Federal Ministry of Health does not rule out further restrictions for unvaccinated people in its paper – always depending on the course of the pandemic.
“It must be the goal of all of us to prevent another hard lockdown and we have it in our hands with our behavior. We can influence the course of the pandemic,” emphasized the deputy spokeswoman for the federal government, Ulrike Demmer.
The multicomponent strategy – as stated in the Federal Ministry of Health’s paper – should contribute to this. So a mixture of the tried and tested hygiene, distance and, if necessary, quarantine rules. There is also talk of test concepts for daycare centers, schools and old people’s and nursing homes. Above all, however, the vaccination rate should increase significantly.
“Does not correspond to the promise of the government”
Criticism of the health ministry’s plans comes from the FDP. “The federal government now wants to introduce a covert compulsory vaccination by threatening to exclude unvaccinated people from social life,” says Secretary General Volker Wissing. “That neither corresponds to the promise of the federal government, nor is it appropriate in any way.” Instead, the Liberals are calling for low-threshold vaccination offers on site.
The vaccination must come to the people, says Wissing. “Because the number of those who want to be vaccinated and the number of those who have been vaccinated are still far apart, that is, the potential to get people to be vaccinated voluntarily is enormous.”
There should be no compulsory vaccination
They also rely on low-threshold vaccination offers in the Federal Ministry of Health. Justice Minister Lambrecht even wants more creativity in vaccination offers. She clearly contradicts the allegations of the FDP. The federal government has clearly agreed that there will be no compulsory vaccination in this country.
“There will be a wide range of vaccinations, both for adults and for children from the age of twelve.” But just as important is the clear indication that it is a voluntary offer. “That can also be used voluntarily.”
Nothing has been decided yet. Chancellor Angela Merkel wants to discuss how to proceed with the pandemic next Tuesday with the prime ministers of the federal states.
