In many regions in Hesse, the first easing is taking effect due to the falling incidence values. But what is true where?
Frankfurt – The has been in effect since April 2021 Corona* Federal emergency brake. This is to ensure that the incidence values fall through uniform regulations throughout Germany. If cities and counties have a stable low incidence, the restrictions may be relaxed. However, there is often confusion about which rules apply in which cities and districts.
Relaxation in Hesse: rules in level 2 relaxed significantly
The federal emergency brake provides for a two-stage opening plan. If the 7-day incidence in cities and districts is below a value of 100 for five working days (Sundays and public holidays are not taken into account), level 1 applies from the day after next , outdoor catering is allowed to open as well as camping sites, hotels and holiday apartments.

If the incidence is below 100 for a further 14 days or below 50 for five working days in a row, the second stage of the opening plan applies from the following day. Then, in addition to elementary school students and graduating classes, all other students can again take part in face-to-face classes. In addition to outdoor catering, restaurants are also allowed to open indoors under certain conditions. Swimming pools can then also receive guests again. However, these relaxations only apply as long as the incidence is stable and low.

Easing in Hessen: where does level 2 apply?
This means that as soon as the incidence is over 100 for three consecutive days, the federal emergency brake will apply again. Then, for example, private meetings are only possible with a person living in a different household. Exit restrictions apply from 10 p.m. to 5 a.m. and shopping in retail is only possible by appointment. Lessons take place from home or as alternate lessons. In the region currently affected are the Fulda district, the city of Kassel, the Schwalm-Eder district, the Waldeck-Frankenberg district and Wiesbaden. However, some cities and districts are already in stage 1 or 2 of the opening plan.
Level 1 currently includes Frankfurt, the Main-Kinzig district, the Offenbach district and the city of Offenbach. The Hochtaunuskreis, the Main-Taunus-Kreis and Darmstadt have particularly low incidences – they fall into level 2.
