During the presentation of the Women’s Reservation Bill in New Delhi, the ruling-opposition members had a war of words. When Prime Minister Narendra Modi claimed that women’s reservation was his historic mandate, the opposition highlighted the BJP’s previous stance of not having much interest in women’s reservation. The opposition also pointed out that the BJP’s claims of women empowerment are just a play before the Lok Sabha elections. The extension of women’s reservation till the completion of post-census constituencies reveals the lack of sincerity of the BJP. In the near future, women’s reservation will not be implemented without even going into the census process. In his first speech in the Lok Sabha of the new Parliament, Modi said that Eshwaran is now in charge of implementing many sacred things. Congress leader Adhiranjan Chaudhary said that it was Rajiv Gandhi who brought reservation for women in local bodies. The Women’s Reservation Bill has already been passed in both Lok Sabha and Rajya Sabha. The bill was passed in the Rajya Sabha during the Manmohan Singh government. The bill passed by the UPA government is in place, he said. Amit Shah came forward against this. During the UPA era, the bill passed by the Rajya Sabha was sent to the Lok Sabha for consideration. The bill lapsed when the term of the Lok Sabha expired in 2014. Amit Shah said that bill does not exist. In the situation where the central government has re-introduced the Women’s Reservation Bill, we have to wait for years, and the technical obstacles for the bill to become a reality are being discussed. The new bill says that women’s reservation will be implemented after the re-determination of constituencies after the next census. As per the 2002 amendment to Article 82 of the Constitution, it has been stipulated that redistricting can be carried out on the basis of the first census data after 2026. Census has been conducted every 10 years since 1881. However, even the preliminary steps of the census, which is to be completed in 2021, have not started. Even if the bill is passed by both houses of Parliament, it will take at least five years for women’s reservation to become a reality. Although it is certain that the Lok Sabha and Assembly seats will increase after the completion of constituency delimitation, it will be clear only after the completion of the delimitation, including how many seats will be increased. While implementing women’s reservation, parties like SP, BSP, RJD have raised the demand to ensure reservation for other backward classes. They demand that there should not be a situation where only the forward castes get the benefit of reservation. Parliamentary committees have suggested that the government should take an appropriate decision regarding allocating OBC quota in women’s reservation. Read on deshabhimani.com
