Controversy Surrounds Voting Results in Sofia Mayoral Election

120 votes for the candidate of “We continue the change-Democratic Bulgaria”-“Save Sofia” for mayor of Sofia Vasil Terziev are registered for GERB candidate Anton Hekimyan in a section in the center of Sofia. This is clear from the record from the video surveillance in the section.

On Sunday, Terziev won in the first round with 31.8% – more than 10% ahead of Vanya Grigorova, supported by BSP, and Hekimyan remained in third place and did not qualify for a runoff.

Help in protocol 224601013 from a section in the 9th French Language School “Antoine De Saint-Exupéry” in the metropolitan area “Middle” it shows, that 57 people voted for Grigorova there, and 120 people voted for Hekimyan.

At the second hour and the 11th minute of the camera recording, it is heard that the votes for candidate number 85 – Vasil Terziev, are actually 120.

“85 – 120,” says a member of the sectional committee, who finishes counting a stack of ballots. Another member recording the results asks “Is it Traicho?”. We are talking about the mayor of the capital region “Sredets” Traicho Traikov, which on Sunday won the mayoral seat again in the first round.

After seconds, the woman, who asked if it was about Traikov, corrects herself by saying “no, Vasil Terziev, isn’t it about the municipality”.

These 120 votes in the protocol seem to have been recorded on the order of Anton Hekimyan.

Minutes before, it became known from the recording that the GERB candidate, who is number 76 on the ballot, won 30 votes. However, they seem to be written not against his name, but also on the top line – in the name of the candidate of “Voice of the People” Svetoslav Vitkov.

The sectional report was submitted to the Municipal Election Commission (MEC), passed all checks and was uploaded to the website of the Central Election Commission. An advocate of the PP-DB was present at the counting, who also seems not to have noticed anything worrisome in the votes for Terziev.

“We have information about signals sent by citizens who, when checking the results of the section, did not see their own votes,” the press center of “Democratic Bulgaria” told Free Europe.

The OIC has promised to consider the complaints at its meeting on Tuesday. Free Europe was unable to contact the commission for comment.

In Sunday’s first round, voting took place only on paper, after the Central Election Commission (CEC) banned machine voting two days earlier on the last working day before it. On Monday, after the end of the vote, the Supreme Administrative Court declared the CEC’s decision illegal.

The ban was reached after hours earlier on Friday, GERB, DPS, “Vazrazhdane”, “Ima Taliev Narod” (ITN) and BSP demanded that voting be done only with paper ballots, referring to a report from the DANS, in which the deputy e-governance minister is said to be suspected of trying to manipulate the machines’ code. The government denies the allegations.
