Controversy Surrounds Planned Demolition of Historic Villa for TCM Hotel Development

As reported, entrepreneur Siegmund Kahlbacher wants to build a TCM hotel on the site at Weilburgstrasse 37. The former “Pension Weilburg” there is scheduled to be demolished soon. However, according to the city planning department, demolition is “not permitted”. A letter available to NÖN states that the execution deadline expired in April 2023. Violation would result in a construction stop, criminal proceedings and a building police order to restore the property. However, it would be possible to file a new complaint.

In a reply, lawyer Michael Tröthandl emphasizes that the expiry date of April 2023 is “incomprehensible”. It refers to the ruling of the Lower Austria State Administrative Court of November 9, 2021, where the appeal of Weilburgstrasse 37 Projektentwicklungs GmbH was upheld and the decision of the municipality of Baden of March 11, 2020 was repealed without replacement. Since they are entitled to “the full statutory 2-year construction start period,” demolition can begin at least until November 11, 2023.

Before it was renovated in 1947 by the Federal Bakers’ Guild as the “Theresienvilla”, the building was once one of the most beautiful villas in Baden, built in 1842. The old facade was removed during the renovation and painted in sgraffito style in 1967 by the well-known Viennese painter Franz Kaulfersch. For a few years it housed a boarding school for the state vocational school for bakers and confectioners. Until a few years ago the house was run as the “Pension Weilburg”, where many chefs completed their apprenticeships.

The impending demolition is regretted by many people in the city. However, the building is not a listed building because it has lost its villa character.
