The Romanian Cultural Institute, involved in a new controversy. This time it is about an employee who was not present at work, but collected more than 110,000 lei annually. The case of the budget was presented to Nicolae Ciucă, the president of the Senate.
The budget employee who does not go to work but collects a salary is employed at the Romanian Cultural Institute (ICR). Even if he has zero attendance at work, he collected 117,287 lei annually. His case reached the table of the president of the Senate, Nicolae Ciucă. The address was submitted by the head of the ICR, Liviu Sebastian Jicman.
Mirel Taloș, the vice-president of the Romanian Cultural Institute, is the budget official accused of not going to work, but collecting his salary. According to the address submitted by the head of the ICR, he would have been absent from all 31 meetings of the ICR management in 2022. In 2023, he was absent from 21 out of 24 meetings. Mirel Taloș’s absences were not counted, on the grounds that he was on leave or on a delegation abroad. According to the law, the presence of vice presidents at management meetings is mandatory.
The budgeter who can never be found at the office
In the address that the head of the ICR sent to Nicolae Ciucă, he says that Mirel Taloș “can never be found at the office”. He says that numerous employees of the institution have reported this.
“This situation is also valid for some employees of the Romanian Language Office. They are under the direct coordination of Vice President Talos. In view of this situation, the ICR cannot start a disciplinary investigation, since Mr. Mirel Taloș has the status of a dignitary”, it is also stated in signed address by the head of the ICR.
The address also states that the budget official took leave without pay. During that period he should have replaced the vice president Attila Iuliu Weinberger. The latter is on vacation, and his tasks and responsibilities have been taken over, by signature, by Mirel Taloș.
The address of the ICR president was recorded at the Permanent Bureau of the Senate, which in turn distributed the case to the Culture Committee. This case is to be considered in the Senate and decided accordingly.

Who is Mirel Talos
The budget holder held the position of vice-president of the Romanian Cultural Institute between 2017 and 2019. Then, until 2021, he was interim president of the ICR. From 2021, Mirel Taloș is vice president of ICR supported by PSD.
Before arriving at ICR, he was a member of PNL and ALDE. Between 2005-2007, he was State Counselor of the Prime Minister, head of the Department of Political Analysis and Planning within the Prime Minister’s Chancellery.
In 2008, Mirel Taloș was a deputy of Bucharest and in the 2008-2012 and 2012-2016 legislatures he was a deputy of the Zalău electoral college. During this period he was also a member of the Commission for Culture, Arts and Mass Media and rapporteur of the Commission for Mass Media.
