Controversy over Personalized License Plates: Swedish Road Administration Denies Tennis Star Casper Ruud’s Application

Since 2017, it has been possible for Norwegian car owners to get their personal distinguishing mark, in the form of license plates, on their cars.

For nothing less than NOK 9,000, you can decide for yourself what should be written on the license plate, within certain limits.

The Swedish Road Administration, on the other hand, does not allow anything on the license plates. Tennis star Casper Ruud recently experienced that.

The Swedish Road Administration refuses if the application does not meet the requirements of the “use regulations for the design and content of personal identification marks”.

When Ruud applied to obtain the letter combination “XOTWOD”, he is said to have been refused in accordance with the requirements of the usage regulations. It shows documents TV 2’s Good Evening Norway have been given access to.

The Norwegian Public Roads Administration believes that this can be considered an inconvenience for others.

“This is on the basis of a discretionary assessment we have made, as the character combination XOTWOD refers to drugs (Ecstasy and Oxcycontin ‘Till We Overdose) which is inappropriate and is not permitted as a personal identifier,” says the letter TV 2 has access to.

According to her, Ruud is a “blood fan” of the artist. The letter combination is supposed to be a reference to him being a fan.

– Casper is an athlete who is both abstinent and abstains from drugs, so to angle this to mean that he supports drugs is a bit wrong. This is just The Weeknd, says Falster to TV 2.

Paragraph 2a-2 (5) of the regulatory text on personal identification marks for cars, on design and content states that “the person applying for a personal identification mark is responsible for choosing a combination of characters which, according to general opinion, is not offensive, or otherwise causes inconvenience to some”.

Otherwise, there is a requirement that the sign must have at least two letters or numbers, excluding spaces, but a maximum of six or seven characters, including spaces.

After having the application approved and paying NOK 9,000, you have the rights to the sign for ten years.
