Residents of the metropolitan area “Lyulin” are alarmed about another construction being prepared in the increasingly green areas of the complex. The administration of the region has received an order of the chief architect of Sofia Zdravko Zdravkov, issued in July 2023, authorizing the development of a detailed development plan for two adjacent plots in Lyulin 6. They are private, one of which has an area of of 938 sq.m., and the other – 960 sq.m. They are located in the immediate vicinity of block 666. According to the cadastre, the smaller property is still being used for low-rise construction up to 10 m, and the second – for another type of construction. The plots are part of a larger UPI designated for “sports complex and landscaping”.
With the order issued by Zdravkov, it is allowed to unite the two plots and to design an 8-storey mixed-use building and underground garages in the new one. Setback requirements for mixed-use buildings are less restrictive than for residential buildings. Zdravkov notes that the functional purpose of the newly created property “for mixed-use buildings” and the development provided for in it corresponds to the General Development Plan of Sofia and to the “Public Service” planning category, in which zone the properties fall.
It is curious that during the mandate of the previous municipal council, which was completely dominated by GERB, the Metropolitan Municipality allowed the construction of a sports hall in “Lyulin” in a green area adjacent to the planned new construction. In 2022, the SOS provided a municipal field of nearly 15 decares, dotted with healthy trees, to the sports club “Vitosha Sport 2015”, owned by former football player Daniel Borimirov. During the debates, the investor promised not to cut down the trees, but in the midst of the election campaign m.y. part of the grove burned. Thus, football fields, tennis courts, a bistro with a VIP room and a parking lot should soon appear on the site. Two years ago, the reason for the GERB mayors to give the field to Borimirov was that, according to the town planning plan, it was intended for sports. Now Zdravkov is changing the status of another field for sports to one for residential construction.
The order of the chief architect was received in the Lyulin district on January 30, according to a post on the Facebook group “Noticed in Lyulin”. There is currently a two-week period in which the neighbors of the future block and other interested parties can object in writing in the district administration and to make comments on the proposed PUP plan.
This is another case in which small plots of land in the capital, planned for low-rise construction, are united and high-rise buildings are allowed to appear in them. In January, “Sega” described another case in which the construction of a building with a height of 60 m, about 20 floors is being prepared in the intensively built-up southern part around the Zoo. For this purpose, Zdravkov allows changes to the building parameters and combines several small properties into one with a size of over 3.7 decares. In addition to the 60-meter building, a second 30-meter building will be built in it. The new construction will take place at the intersection of the just-completed Filip Kutev Blvd. and Simeonovsko Shosse. Numerous other residential and office buildings are already under construction next door. According to the General Development Plan, the zone is for multifunctional development (SMF) – without an upper threshold for the height. Older buildings, however, have cornices up to 26 m high.
A few days ago, the blogger Boyan Yurukov showed another case in which two 5-story blocks will be built in a terrain intended for low-rise construction. The property is located on “Tintyava” street in “Izgrev”, and the project has been approved by the regional chief architect. Here, too, the opportunity to develop the terrain according to the indicators of the development zone is used.
