An audit by the Board of Audit and Inspection revealed that the Human Resources Development Service of Korea, which was criticized for shredding qualification test answer sheets before grading, had another problem with its test management method.
It was discovered that some employees received up to 100 million won by entrusting test supervision to their family members and providing them with allowances.

Last April, the Human Resources Development Service of Korea incurred public outrage for its poor test management, shredding about 600 answer sheets for the National Technical Qualification Test before grading.
Although the chairman himself bowed his head and resigned, criticism grew even louder when it was revealed that answer sheets had been lost at least seven times in the past three years.

In addition, this audit by the Board of Audit and Inspection brought up a new controversy over unfair enrichment by employees.
Personnel to supervise tests and manage scoring are recruited and paid an average of 240,000 won, and employees’ families are given priority.
Over the past four years since 2018, 373 employees’ family members, including spouses, were appointed as examination committee members an average of 90 times, and a total of over 4 billion won was found to have been spent.
One spouse served as an exam committee member more than 400 times and earned over 100 million won, and it was also discovered that a minor child administered the exam.
This is not the only fact identified in the audit.
The Board of Audit and Inspection announced that it confirmed that the president of the corporation deployed a dedicated vehicle to a branch office near his home in Seoul and used it for commuting to and from work.
At the same time, it was reported that at the headquarters in Ulsan, one of the employees’ shared vehicles was additionally designated as their own car and used to travel to and from the company residence.
The Board of Audit and Inspection explained that the corporation expressed its intention to accept the results of this audit.
They said they received a response saying that they would work to increase public confidence in test management by removing the rule that allows employees’ spouses to be appointed as test committee members and implementing a rotating system of test committee members.
However, it appears that voices will continue to emerge calling for fundamental measures that go beyond the scope of the corporation itself to address the controversy that continues to arise.
