Controversy of Coercive Element in Distribution Law and Proposed Amendments

On closer inspection, the coercive element is ‘heavy’ for the party, BBB faction leader Caroline van der Plas indicated. “We are against that in principle. I may support him, but I want to take the time to think about it.”

Through the amendment, the House wants to ensure that municipalities have more time to reach mutual agreement about the number of asylum seekers they must accept. Voluntariness is paramount in the amendment proposal, but coercion will be maintained if municipalities refuse to receive asylum seekers.

The distribution law is controversial, partly because of the coercive element. Below you will see an explanation of what the law currently entails:

Voluntariness is also paramount in the bill by State Secretary Eric van der Burg (Asylum). However, the period in which municipalities can voluntarily register shelter places is shorter.

Only almost at the end of the debate did Van der Plas withdraw her support for the amendment, to everyone’s surprise.

Proposals for changes

BBB makes any support for the distribution law partly depend on the support it receives for the amendment proposals it submits. The party wants to include in the law that a maximum of 15,000 asylum seekers will be accommodated per year. That amendment was advised against by Van der Burg and will probably not count on a parliamentary majority.

Many other groups will only determine their final position after Tuesday’s vote on all amendments. What is certain is that almost all right-wing parties vote against.
