Controversy around a call for projects launched by the delegated ministry in charge of MRE

Associations working in favor of Moroccans residing abroad denounce a “delay” in the processing of their files following a call for projects launched by the delegated ministry in charge of MRE. The supervision reassures that the files are still being processed.

The delegate ministry in charge of Moroccans living abroad launched a call for projects for the benefit of associations working in favor of young Moroccans and of Moroccan origin living abroad during the period. from September 11, 2020 to December 11, 2020.

Two months later, the associations that submitted their requests denounced a “delay” in the processing of files.

In an email sent to Médias 24, the representatives of the associations “cry foul” and “wonder about the outcome of their projects”.

On the side of the supervisory department, we learn that the files are being processed.

“A committee within the delegated ministry is currently studying these files and preparing them in order to present them, subsequently, to the interministerial selection committee set up for this purpose by the ministry. The selection is planned. end of February 2021“says El Mokhtar El Hamdouni, head of the development division of the associative fabric of Moroccans around the world at the ministry, in charge of these files.

Since the end of the deadline for submitting files to various diplomatic and consular representations in the Kingdom and after receipt of the projects, contacts have been established with associations for the reconstruction of their files (lack of documents, minutes, statutes, general assembly. ..), explains our interlocutor. The files are continuing their normal processing procedure, he continues. The objective is to submit all the applications received to the selection committee.

This committee is made up of representatives of certain ministerial departments and national institutions concerned by the Moroccan community residing abroad.

For the first time, the delegated ministry adopted a specification as an alternative to the manual of procedures previously used. “This new process allows the clarification of the various aspects related to the management of this partnership, in particular the legislative and regulatory references, the target populations, the co-financing of the partnership, the methods of implementation, the commitments of the parties, as well as the monitoring and evaluation of subsidized projects “, explains Mr. El Hamdouni.

Among the clauses decried by the associations in question: funding commitments to donors.

“The mobilization of co-financing up to a minimum of 50% of the overall cost of the project is part of the necessary arrangements for the preparation of the file. The selected projects are then financed up to 50% by the delegated ministry”, underlines Mr. El Hamdouni.

“The delegated ministry has received a number of applications for support presented by a set of associations working in various countries of residence around the world”, continues our source.

The proposed projects relate to educational support for children of MRE who find themselves in difficulty at school, support for young Moroccans or of Moroccan origin abroad, support for certain categories of MRE in difficult situations, the promotion of Moroccan culture in the host countries for the benefit of young Moroccans abroad, the promotion of the situation of Moroccan women living abroad, in particular that of the new generation, the promotion of living together and the mobilization of skills Moroccan.

When selecting the projects presented by the associations, the committee will adopt a certain number of criteria relating in particular to the consistency of the projects, their impact on the targeted categories, the association’s experience in this area, etc.
