The Minister of Health, Óscar Cordón, reported that they created a special commission that will analyze all legal aspects related to the acquisition of the Sputnik V vaccines, which, so far, have not been received in their entirety.
“We have a commission that is analyzing everything, based on the two laws that were approved to be able to acquire the vaccine,” he said at a press conference after concluding the Government Cabinet meeting.
For several months the contract remained hidden. None of the authorities of Alejandro Giammattei’s administration wanted to reveal it. And as? Yes, the former president publicly stated several points that were later revealed to be inaccurate.
The current minister even assured that he has not had access to the purchase agreement, since it is “under reserve”, although, so far, they have identified that not a single clause was left to protect the interests of the country, even though the The document was reviewed by the Attorney General’s Office (PGN), an entity that did not notice this problem.
“I have not had access to the contract,” Cordón said at a press conference and assured that when they finish the analysis they will decide “together” with the PGN if a criminal complaint or any legal action is necessary.
He also did not clarify whether the remaining payments will be made for the vaccines that have not yet arrived.
Full of problems
On April 5, 2021, former President Giammattei announced the purchase of 16 million Sputnik V vaccines, these arrived a month later and not in their entirety, but only 50 thousand doses were received, that is, only 0.31% of the vaccine arrived. all the doses that would have been purchased.
It was not until July of the same year when, unofficially, a copy of the contract signed by the Government of Guatemala with the limited liability company “Human Vaccine”, a company that supposedly represented the Russian Direct Investment Fund (RDIF), was obtained.
Many doubts arose, since the contract contemplated the purchase of 8 million doses and not 16 as Giammattei said. In addition, it was established that Guatemala is “committed” and “obliged to accept and pay” the agreed immunological amount.
Meanwhile, the United States government sanctioned the former head of the Center of Government and close friend of former President Giammattei, Miguel Martínez, with the Global Magnitsky Act for Human Rights Responsibility and in one of the accusations there was talk of “bribes” to facilitate the acquisition of Sputnik V vaccines.
