In South Korea, there is a viral incident of a female foreign tourist wearing a bikini in the middle of Seoul. The foreign tourist was judged to have behaved indecently.
Caucasians wearing bikinis while traveling in Seoul were caught on camera on Friday (11/8/2023). This tourist is known to ride an electric scooter in Hongdae.
The photos taken by residents then quickly spread across online communities and social media. On the same day, the police also received reports of four motorbikes carrying bikini-clad women in Gangnam-gu.
In light of this incident, police are considering whether to apply the offense of indecent exposure under the Minor Offenses Act against the women in bikinis.
Meanwhile, as reported by the Korea Herald, the tourists involved in this incident told the police that they were doing a show for a magazine promotion.
Laws governing public exposure include the offense of ‘excessive exposure’ under the Minor Offenses Act, which can result in a fine of up to 100,000 won (or around Rp. 1.1 million), as well as the offense of ‘obscene performance’ under the Criminal Code, with penalties maximum 1 year in prison.
On the other hand netizens expressed diverse opinions. Some emphasized, “It is not a crime to wear bikinis on the street,” and suggested, “We should let them go, because they are just looking for attention.”
On the other hand, there have been comments stressing that one should consider the time and place to wear clothes, especially where there are children passing by.
