Palermo, 16 November 2024 – Renewal of the national contract Local functions and more funds for former contractors in Sicily. These are the themes at the center of the regional assembly of the Csa-Fiadel-Cisal union held this morning in Palermo in the presence of the national general secretary Francesco Garofalo, the regional secretary Giuseppe Badagliacca, the provincial secretary Nicolò Scaglione, the Cisal provincial secretary Gianluca Colombino and union leaders from all over the island.
The meeting, entitled “A new contract for new rights”, took stock of the negotiations for the renewal of the Local Functions National Collective Bargaining Agreement which have been going on for a few months in Rome and the situation of former contractors in Sicily.
An event attended by over 150 delegates from all the Sicilian provinces representing the federation, signatory of the national contract, which brings together employees of local authorities (municipalities, metropolitan cities and free consortia) and environmental hygiene.

“It was an important moment of discussion – said Badagliacca -. The renewal of the Local Functions National Collective Labor Agreement, in which our trade union organization is playing a leading role, will allow us to enhance employees, reward merit and put the public administration in a position to provide the best services to citizens. Objectives that must be pursued in Sicily also with the increase in hours of former contractors, now part-time, for which we have asked for a meeting with the regional government and the First Commission of the Ars. It is necessary to guarantee structural financing until 2038 for the payment of salaries and hourly increases for a group of workers who are essential for Municipalities and former Provinces”.
The general secretary Francesco Garofalo then took stock of the negotiations. “While we appreciate Aran’s openness on some significant issues – explained Garofalo – we are still waiting for answers on some of the issues that our trade union organization has forcefully raised. We ask that the minimum amount of position salaries be raised, that the extension for progression between areas be extended to 31 December 2026, that the institution of legal aid be further improved, in addition to extending the matters under discussion, to establish the High Qualification area and to finance supplementary welfare with the resources allowed within the personnel spending limits”.
Numerous delegates spoke before the conclusions. “Sicily confirms itself as a hotbed of ideas and proposals – added Nicolò Scaglione and Gianluca Cannella -. We are the first trade union in numerous important municipalities on our island, Palermo first and foremost, but in all local authorities we represent a point of reference for workers and a reliable and authoritative interlocutor for administrations. In recent years we have achieved great results, stabilizations above all, and we are ready to compete in the next RSU elections to further improve the extraordinary numbers of 2022″.
