Continuity: Ita excluded for “lack of requirements”, the negotiated procedure starts

Ita excluded from the tender for the award of the air continuity service. This was decided by the regional transport department “due to lack of requirements” of the carrier.

It goes therefore, how had announced the commissioner Todde, to the negotiated procedure, soon 12 carriers will receive an invitation to present their offers for connections in territorial continuity between the three Sardinian airports of Alghero, Cagliari and Olbia and the national hubs of Rome Fiumicino and Milan Linate.

And Volotea is also back on track, the only company other than Ita to participate in the emergency procedure: it had been excluded due to a formal defect and had filed an appeal with the TAR.

Yesterday the Tender Commission had asked Ita for clarification on the size of the fleet and on other issues related to flight authorizations. Evidently the documents presented by the company that took over from Alitalia do not offer sufficient guarantees.

The negotiated procedure therefore starts “with the same 12 carriers who had been invited to the urgent procedure”, only two of which – Volotea and Ita in fact – had submitted an offer.

The procedure involves a negotiation on the terms of the agreement between the contracting authority and the economic operator – in this case one of the 12 carriers – which is chosen on the basis of the chosen award criterion, which can be lower price or better cost / quality ratio. o frequency of service.

A race against time: there are eight days left until 15 October, the day from which Alitalia no longer sells tickets. But Todde reassures us, the negotiated procedure will be quick and “we plan to award the sections as early as Monday”.
