“Let’s continue the change” and “Democratic Bulgaria” will propose a government with a second term, the PP press center announced.
“Bulgaria needs a responsible and regular government that leads the country through challenges and continues to build – for the people. The country needs a government that is ready to take political responsibility for its actions, to stand with its true face before the Bulgarian citizens and to work resolutely for their interests and needs.
Radev: GERB bets on Bulgarian amnesia
With the second term “Continue the Change”, with the support of “Democratic Bulgaria”, we are ready to offer a minority government with clear priorities and guarantees that will show whether the parties represented in the parliament are ready to work and solve people’s problems or pursue other goals.
The priorities that we set ourselves as the most important and urgent are aimed at achieving the following national goals:
• Reduce inequality in Bulgaria by continuing our social policy towards the neediest. A decent lifestyle should not be reserved only for a select few and those close to power, but should belong to all Bulgarian citizens as their fundamental right.
• Support businesses not only by keeping taxes low, but also by reducing long-awaited administrative burdens and the risk of corruption.
• Increase trust in democracy, the legal system and the electoral process in Bulgaria. The concepts of “legality” and “justice” should apply to everyone, no one is above the law.
Reactions after the vote: there will be a minority cabinet
• Join Schengen in 2023 – we Bulgarians deserve to be fully European, without intra-European restrictions. To join the Eurozone from January 1, 2024. It’s time to end banking supervision of the transition, it’s time to end transactional bank fees for our exporters, it’s time for currency risk to decrease as a factor when investing in Bulgaria .
Unfortunately, in this parliament, trust between political parties is at an all-time low. The last 2 months are indicative of the lack of this trust and the lack of a stable parliamentary majority with clear principles and priorities. Under these conditions, and without breaking the promise we made to our voters not to enter into backroom deals, we realize that a minority government could hardly exist and function successfully.
The only way to overcome this political impasse is through concrete actions in the parliament itself in front of the eyes of Bulgarian citizens. The entire legislative program and work priorities of the 48th National Assembly depend on the Speaker of the Parliament, the PG of the GERB-SDS, Mr. Rashidov, but the chairmen of the standing parliamentary committees and the deputies in the plenary also have a role to play. If the political parties want to demonstrate with facts the presence of the political will to work for the declared national tasks, the chairmen of the commissions and the deputies of the Chamber should work to consider the really important bills that have already been presented:
Reduce inequality
● In the 2023 Budget, provide for a new increase in pensions, an increase in tax credits for young families, an increase in the minimum wage, as well as the salaries of teachers, doctors and nurses, subject to a 3% budget deficit.
Improving conditions for business
● the legislative proposals of the National Recovery and Sustainability Plan, to be considered as a priority and, if possible, in a short time to promptly absorb the European funds due to Bulgaria.
● Priority consideration of legal proposals submitted to reduce the administrative burden for businesses.
Increase trust in democracy in Bulgaria, in the legal system and in the electoral process
● Adoption of amendments to the Code of Civil Procedure and the Code of Criminal Procedure relating to the investigation mechanism of the Attorney General and improvement of preliminary investigations.
● Adoption of amendments to the code of criminal procedure, which allow the investigative bodies to start investigative proceedings, as well as to ask the judge to carry out certain investigative acts, without depending entirely on the Public Prosecutor’s Office.
● Adoption of the KPCONPI bill with investigative and guiding functions, proposed by the Cabinet and elected by the National Assembly;
● Submission of a proposal to amend the Constitution of the Republic of Bulgaria to abolish the unlimited power of the Prosecutor General (abrogation of Article 126, paragraph 2 of the Criminal Procedure Code) and other necessary amendments.

● Accepting the President’s veto on Electoral Code changes to reverse anti-democratic amendments passed in the wee hours of the night over the past 2 months.
Schengen in 2023 and entry into the Eurozone in 2024.
● Adoption of the related amendments to the rules governing the procedure for electing the presidents of the security services (DANS, DAR, NSO, Military Intelligence and Chief Secretary of the Ministry of the Interior).
To build capacity to address the challenges and obstacles to our entry into Schengen and the Eurozone, as well as clear support for laws to address the problems of the judiciary and corruption, a minority government must be able to reform services so that the executive can appoint and manage them effectively.
Unprecedented, already 2 months after the elections, Bulgaria has not elected a regular government. Clear and decisive action is needed and time is running out. Therefore, if you are ready to work together on the important priorities for Bulgaria, the first real steps to confirm this will and prove it in practice would be the planning in the commission and the vote in the plenary of: a) the law on KPCONPI, b) the rejection of changes to the Electoral Code, c) the acceptance of our proposed changes to the laws on the positions d) the budget.
