Despite the constant complaints, criticism, questioning, accusations and submissions made to unscrupulous members of the National Police (PN) for the many acts of vandalism, abuse, humiliation, outrages, outrages, assaults, excesses, humiliation, thoughtlessness, executions and crimes committed against honest, correct, rooted and defenseless citizens; At a time when a supposed reform to this institution is being carried out, it seems that they do not teach a lesson, since the situation continues from bad to worse.
This institution was created during the tyranny of Rafael Leónidas Trujillo in 1936, to protect citizens, maintain public order and citizen security. Unfortunately, this has become the most discredited institution in the country; Instead of trust, what it generates is terror and fear, since the arbitrary methods used in their work are the same as those applied by the dictatorship. Citizens fear the PN more than the criminals themselves.
The undersigned was recently a victim of those blunders and inconsideration. The same has just happened to a prestigious businessman, son of a national hero; to Dr. Silvia Peñaló, daughter of former deputy and rice businessman from Valverde province, Rubén Peñaló, who miraculously saved her life, as his vehicle was shot at. Almost two years ago, the husband-pastors Elisa Muñoz Marte and Joel Díaz were shot to death in Villa Altagracia. It seems to be, due to the reiteration of the facts, that this institution has no direction, its members do not obey their superiors, or simply follow the orders they have been given.
This institution is filling the entire population with panic and indignation, because any patrol gives the citizen a hard time, no matter if he stops, presents his identification documents and those of his vehicle. In a society that, instead of respect, trust and credibility, fears and distrusts the institution created to impose order, it will not be able to achieve institutional development. The citizen who travels correctly, who drives prudently, who respects signs, traffic laws and who carries all their updated documents should not be bothered. Unfortunately, this is where he always investigates and runs over, not those who break the law, traveling in vehicles in deplorable conditions.
By the simple fact that a vehicle of a certain brand and color coincides with another in which a criminal act has been committed, it cannot be machine-gunned at close range, without knowing who or who is occupying it. A PN patrol cannot inspect a vehicle that has not committed any type of infraction and that is driven correctly, without a court order from a judge or a member of the Public Ministry, as it constitutes a violation of the Traffic and Mobility Law Terrestrial 63-17.
This institution is very efficient when it comes to correct, working and defenseless citizens, but with very few exceptions, its members do not confront the real criminals who keep the population in anguish, who know who they are and where they are, since many They are parties to and even protect criminal gangs, as evidenced by the “Los Alcarrizos” gang, which was made up of several of its members, which is a shameful fact.
