Mainland Portugal, minus the greater Lisbon, left the State of Contingency on July 1 to pass to the State of Alert. Two and a half months later, the rules are tightening again for the Portuguese at a time when the cases have increased again, schools will all reopen by the end of this week, and many have already returned to work at the companies’ premises.
What changes from today?
- Public road gatherings limited to 10 people;
- Establishments cannot open before 10 am. But there are exceptions in the case of hairdressing salons, barbers, beauty salons, restaurants and the like, coffee shops, tea houses and the like, driving schools and vehicle inspection centers, as well as gyms and gyms.
- Establishment closing times between 8 pm and 11 pm. However, municipalities, “subject to the favorable opinion of the local health authority and security forces”, can set the closing time within this interval.
- In areas of shopping center restoration, maximum limit of four people per group;
- Prohibition on selling alcoholic beverages at service stations and, after 8 pm, in all establishments, except meals;
- However, there are several establishments that can close after 11 pm: catering establishments; establishments serving take-away meals, but without providing alcoholic beverages; educational, cultural and sporting establishments; pharmacies and places of sale of non-prescription drugs; doctor’s offices and clinics, namely dental clinics and emergency veterinary medical centers; funeral activities; vehicle rental establishments (closed at 1:00 am and reopened at 6:00 am); establishments located inside airports, after checking passenger security;
- The sale of alcoholic beverages is forbidden in service areas or at fuel filling stations and, from 20:00 onwards, in retail stores, including supermarkets and hypermarkets;
- In restaurants, cafes and pastry shops 300 meters from schools, maximum limit of four people per group;
- Private vehicles with a capacity greater than five seats can only drive with two thirds of their capacity, and with all occupants wearing a mask or visor. But there is an exception: if all occupants are part of the same household;
- Retail or service establishments should give priority to healthcare professionals, elements of the security, protection and rescue forces and services, armed forces personnel and the provision of social support services; funerals is subject to several measures: there can be no clusters, fixing a maximum number of people, to be determined by the local authority. However, the family cannot go without attending the funeral, which includes the spouse or de facto partner, ascendants, descendants, relatives or the like;
- Mandatory teleworking, whenever functions allow: for immunocompromised and chronically ill workers, with medical certification; disabled worker, with a degree of disability equal to or greater than 60%;
- Mandatory teleworking regime “regardless of the employment relationship and whenever the functions in question allow it, when the physical spaces and the work organization do not allow compliance with the guidelines of the DGS and the Authority for Working Conditions on the matter, strictly as necessary ”;
- In situations where the teleworking regime is not adopted, the adoption of worker turnover scales between the teleworking regime and the work performed at the usual workplace, daily or weekly, with different entry and exit times or different times for breaks and meals. This is mandatory in the metropolitan areas of Lisbon and Porto.
