Caught in the midst of regulatory changes and strong criticism linked to the European directive on Green Homes, with the related calendar of interventions on the Italian building heritage to be detailed in the national action plan, the intelligent buildings supply chain closes ranks and recalls what the positive effects of a massive intervention on older buildings, in a “smart” way.

La Community Smart Building 2024, animata dal think tank The European House – Ambrosetti, presented its strategic proposals yesterday in Rome. The premises are that the Italian real estate stock is obsolete, with 84.5% of Italian buildings built before 1990 (compared to 65.6% in France and 75.3% in Germany).
Intervening on this building stock, which accounts for 29% of Italian emissions and absorbs 27% of energy consumption, can provide significant benefits on both fronts. In fact, the think tank estimates a reduction of up to 33% in energy consumption and up to 5% in water consumption, also reducing CO2 emissions by approximately 20-24%. “From an economic point of view – he explains – if the oldest buildings in the Italian real estate stock were equipped with smart technologies, citizens would save 17-19 billion euros net per year and investments of over 330 billion euros would be enabled”.
Translated into potential per capita savings, this means a figure of 300-330 euros per year. Benefits that would also fall on the supply chain which could create “200 thousand qualified and specialized jobs”.
The Community therefore launches a triple proposal to achieve the objectives of decarbonisation and reduction of European energy consumption.
In first place is the review of the incentive system, which the government has on the table to prepare for post-2024. The request is to consider the buildings as a “whole” of interior and exterior, essentially not concentrating on interventions such as insulation but also encouraging “the digital upgrading of homes, both for buildings under new construction and for buildings under renovation”.
In the second point it is suggested to create a “House booklet” of legal value, so that the interventions undertaken can be precisely mapped to increase the value of the property itself, and the owner can demonstrate them. Lastly, the Community underlines the need for skills necessary for the industrial chains of Intelligent Building technologies and therefore to develop ad hoc training courses, making it mandatory in the case of large public contracts for building redevelopment, for example by establishing a clause conditional on skills in the field of smart redevelopment.
