The councilors will work on the basis of the draft prepared by the Committee of Experts, work that will be carried out until October 7 of this year, bearing in mind that the final text will be submitted to an exit plebiscite, next December 17. Beatriz Hevia and Aldo Valle will head the board of directors, as president and vice president, respectively.
With the intonation of the national anthem, the installation session of the Constitutional Council began. In the act, the general secretary, Luis Rojas, declared the day started and called Miguel Littin to take the oath, who, as the oldest counselor, took office as the first president of the body. In his speech, he called for “being worthy of the position that citizenship gave us.”
Then came the words of the President of the Republic, Gabriel Boric, who, unlike previous processes, wanted to be present at the session.
In his speech, the President called for respecting the process in which agreements have prevailed. He assured that the draft has been the result of broad commitments against various positions.
After the President’s speech, 49 of the 50 elected councilors were sworn in. The exception was given by Aldo Sanhueza, who resigned from the Republican Party and the Constitutional Council due to accusations of sexual abuse.
The President of the Chamber of Deputies and Deputies, Vlado Mirosevic (PL), recognized the work done. And, when asked about the text prepared by the Committee of Experts, he said that it was too hasty to pass judgment on its approval or rejection.
Since the Constitutional Council had a Republican majority (22 seats), it was up to that sector to choose whoever would preside over the instance. That was how, at the age of 30 and 33 votes, the lawyer Beatriz Hevia took office.
The president thanked the rest of her colleagues for the trust given. Likewise, she thanked the Committee of Experts for the responsibility and seal of professionalism that characterized her work. Next, she called on Chileans to listen to each other and seek agreements that last over time.
For their part, the official parties, with 17 votes, opted for the letter of the former rector of the University of Valparaíso, Aldo Valle (IND-PS), to occupy the position of vice president.
It should be remembered that this new process that is beginning is preceded by the work of the Expert Committee. He worked for three months to finalize a draft that will serve as the basis for the preparation of the final text of the new Constitution.
From the hands of the president of the Committee, Verónica Undurraga, and the vice president, Sebastián Soto, the new authorities received the text proposal that had the unanimous support of the constitutional experts.
The Constitutional Council will be made up of 4 commissions: Political system, constitutional reform and form of State; Judicial function and autonomous bodies; Principles, civil and political rights; and Economic, social, cultural and environmental rights.
From now on, the instance will have until October 7 to deliver the project to the Expert Commission. A month later, the final draft of the Constitution will be delivered, which will be submitted to popular scrutiny in the exit plebiscite, on December 17.
