Constitutional Council: ”I swear to exercise my functions with complete impartiality”

Appointed by presidential decree on February 24, 2023, Me Barthelemy Kéré was officially installed in his new position as President of the Constitutional Council on April 11, 2023 in the banquet hall of Ouaga 2000. It was during a ceremony chaired by the President of the Transition, Captain Ibrahim Traoré.

Barthelemy Kéré now commands the destinies of the Constitutional Council. “I swear to fulfill my functions well and faithfully, to exercise them in all impartiality in compliance with the Constitution, to keep the secrecy of the deliberations and votes, to take no public position and to give no consultation on matters relating to within the competence of the Council, such is the oath of the new president of this institution.

At the end of his swearing in, Me Barthélemy Kéré did not fail to recall the current difficult context of the country marked by terrorism. For him, only the firm commitment of all the living forces with the fighting forces will make it possible to overcome this evil. He called on the judicial institutions to fully play their role at this crucial stage in the life of the Nation threatened with extinction by the serious security and humanitarian crisis since 2016.

For his part, he marks his availability and reassures that he will spare no effort to advocate for the strengthening of the means of institutions in general and courts in particular. To his colleagues, he invited them to continue to embody the values ​​of wisdom, independence, impartiality and integrity that govern the office of constitutional judge. He wanted to thank the President of the Transition and his government for having chosen his modest person to preside over the destinies of this prestigious institution..

A lawyer by profession, the new president of the CC studied law in 1986 in France and is a graduate in criminal sciences from the University of Bordeaux. Born on August 24, 1958, married and father of 03 children, he has held several high positions in Burkina Faso, including: Minister of Justice from January to September 2022; President of the National Independent Electoral Commission (CENI) in 2011, he led the elections that marked the end of the Transition in 2015.

Beyond the borders of Burkina Faso, Me Barthelemy Kéré was appointed in 2012, member of the International Court of Arbitration of the International Chamber of Commerce (ICC) of Paris, from July 1, 2012 to June 30, 2015.
