The plenary of the Congress of the Republic approved last night the opinion that promotes research to obtain the academic degree of bachelor or professional title and promote the insertion of graduates of public and private universities in the labor market.
The legislative initiative, approved by 95 votes, modifies articles 44, 45, 87 and 100 of the Law 30220 (University Law) and was exonerated from the second ballot.
The head of the Education Commission, Gladys Echaíz (RP), argued that with this proposal it is proposed to “make permanent, provisions on the automatic baccalaureate, provided for in Law 31359.”
“(…) Eliminating the requirements of the research work, as well as establishing the free consultancy in obtaining a bachelor’s degree and professional title, among other proposals,” he said.
Likewise, he specified that he proposes that universities may, in the exercise of their autonomy, “decide if they continue carrying out the research work to obtain the bachelor’s degree, as something external and subsequent to the curricular mesh, or if they incorporate it within the curriculum”.
“In the latter case, each university must adapt its study plan in order to ensure the research capabilities of the student,” he said.
In addition, on the other hand, they must also introduce within the last research course of the curriculum, the completion of the aforementioned research work, “whose approval would grant the status of graduate and bachelor simultaneously.”
After a fourth intermission, he presented a substitute text in which some clarifications are made, through the modification of the articles of the University Law.
Likewise, the head of the commission reported that bills 4339/2022 and 4468/2022, by congressmen Luis Aragón Carreño (AP) and Guido Bellido Ugarte (PB), as well as bill 148/2021, accumulate to the opinion. , of congressman Segundo Montalvo Cubas (PL).
