“One of the things that will be applied is new, if there is news (of a flood), then the notification will go directly to residents,” said Anies at DKI Jakarta City Hall, Jalan Medan Merdeka Selatan, on (8/1/2020).

“So the kelurahan does not go to RW, RT, but directly to the community around with a toa (loudspeaker) to tell everything, including sirens,” he said.

The Head of the BPBD Data and Information Center (Kapudatin), M. Ridwan, said that the loudspeaker, called the Disaster Warning System (DWS), is part of the DKI Jakarta BPBD’s Early Warning System (EWS).

“The tool is using a toa, but not a toa like the one in the mosque,” Wednesday (15/1/2020), quoted from Tribune Jakarta.

“If you use more toa, it will be better to provide information to residents,” he said at that time.

But now, Anies Baswedan assessed that the use of TOA to deal with flooding is very irrelevant to conditions in the field.

Anies then quipped the BPBD for being persuaded by a grant from a Japanese company to promote TOA as a flood disaster early warning tool.

According to him, TOA is more effectively used as a warning tool for tsunami disasters, not flooding.

“If there is a flood, how many minutes will it take between the warning and the incident? Well, it took a long time, why do you use this tool ?, ”said Anies in amazement.
