On Sunday (1.30 p.m.), actors involved in the Libya conflict meet under strict security precautions at the German Federal Chancellery in Berlin. The aim of the conference with representatives from more than ten countries is to consolidate the recently agreed ceasefire and to agree on a consistent implementation of the arms embargo for the civil war country.
Turkish President Recep Tayyip Erdogan, Russian President Vladimir Putin and US Secretary of State Mike Pompeo are expected to attend. A civil war broke out in Libya in 2011 after the overthrow and killing of long-term ruler Muammar al-Gaddafi. The government of Prime Minister Fayez al-Serraj is internationally recognized, but only holds small areas around the capital Tripoli in the west of the country. General Khalifa Haftar is fighting him with his allies who rule large parts of the oil-rich country.

A number of foreign actors are involved, sometimes with military support. Libya is an important transit country for migrants on their way to Europe. Both Serraj and Haftar will attend the conference in Berlin, according to German Foreign Minister Heiko Maas. Germany has no direct interests in Libya and is therefore considered a suitable mediator. Great Britain, France, China, the United Arab Emirates, the Republic of the Congo, Italy, Egypt, Algeria, as well as the United Nations, the European Union, the African Union and the Arab League are said to be represented at the meeting.

The police had been deployed with a large contingent since Saturday. Streets around the Chancellery and the Reichstag are cordoned off, hotels and embassies are secured.
