Concerns Over Legislative Chaos and Absurdity in Road Safety Measures

The Road Safety Institute expresses its concern and disapproval of the populism through which, under public pressure, MPs create legislative chaos. The changes in the Criminal Code and the Criminal Code, which aim at the confiscation of motor vehicles after the use of alcohol and drugs, serve only and only the law firms that offer paid protection to all systematic offenders on the roads of Bulgaria.

On the one hand, motor vehicles owned by drivers who have consumed alcohol or drugs while driving will be confiscated, and on the other hand, if this same driver kills someone on the road, only the court can possibly confiscate the motor vehicle in favor of the state.

In this case, there is not only ground for legislative chaos, but also legal absurdity.

For two years, the experts of the Institute of Road Safety have proposed to deal with road hooligans in the same way as we do with football hooligans.

The imposition of penalties in the ZDvP, such as probation control, detention in the units of the Ministry of Internal Affairs and performing unpaid work for the benefit of society, will affect all road users. As the main emphasis falls on prevention, as the main tool for reducing victims on Bulgaria’s roads.

After for two years the deputies of five National Assemblies refused to rule on the proposals made, today they once again create legislative chaos, through which they aim to take away the public tension generated by the inability of several governments to deal with the war on the roads .

In this way, the deputies secure political time, but with their actions they cynically demonstrate that they do not care about the victims of road accidents, as well as the possibilities to avoid them. The changes in the NC have been made without data analysis and there is no impact assessment or, more clearly, what result is expected from the adopted changes.

We wish luck to all road users because it is the only thing they can count on, the Road Safety Institute points out.
