No less than 167 companies were controlled by Urssaf in 2021 for an amount of adjustments of 3.4 million euros. In Tarn-et-Garonne, the organization now has four inspectors compared to two previously.
The fight against illegal work is in full swing in Tarn-et-Garonne. Witness the impressive figures delivered by the Urssaf (Union for the collection of social security contributions and family allowances) of Midi-Pyrénées for the year 2021. A private organization responsible for a public service mission, the Urssaf has carried out 247 actions last year in the department against only 77 in 2020. “The Covid had an effect on the organization of our service, especially in 2020. And then, with closed activities, we necessarily carried out fewer checks “, comments Dominique Morisi, Urssaf regional manager for the fight against illegal work.
“Control is a small part of our activity but which is developing a lot”, he admits… especially in Tarn-et-Garonne where Urssaf has reinforced its team. “We have 4 inspectors on site, compared to 2 previously. An inspector from Paris and another from Normandy have been integrated into our team. We are used to saying: when we seek, we find.” These increased resources are one of the explanations for the sharp increase in companies audited for prevention: 167 in 2021 compared to 31 in 2020. “We, our specialty is to target actions.” These targeted checks concerned 80 Tarn-et-Garonne companies last year compared to 46 in 2020. The regional manager is “quite cautious” about the amount of the adjustments (it exceeds 3.4 million euros in 2021) because ” we know that this fraud has existed for years” and then, “the department where the offense is observed is not necessarily that of the company’s head office”.
Real estate agencies in the crosshairs
No economic sector escapes the vigilance of the Urssaf knowing for agriculture, it is the MSA which is competent.
“In Tarn-et-Garonne, we were particularly interested in real estate agencies. Some use people who are supposedly self-employed when they should have been declared as employees. We checked large real estate brands where the self-employed weren’t saying,” Morisi said. He explains that “inspectors working on banking and accounting approaches: it is not necessarily individuals who interest us, they are rather complex arrangements. We have a lot of fraud on micro-enterprises”.
Urssaf carries out 80 to 90% of its actions in partnership. In Tarn-et-Garonne, she is part of the operational anti-fraud committee. Codaf, which held its plenary session on April 13, was also very active in 2021.
“In terms of the fight against illegal work, the dynamic exchanges between the services have made it possible to carry out 33 collective control actions”, indicates the prefecture. These actions concerned 201 establishments and related to 430 work situations, in particular distributed in the priority sectors of activity of agriculture, construction, transport or even the hotel and catering industry. Goal ; to fight against unfair competition in these sectors which are major job providers.
