Compulsory Army Service for College Graduates in Ingushetia: A Binding Requirement for Receiving Diplomas

College graduates in Ingushetia were faced with a no-choice choice: upon graduation, young people are required to sign a summons to join the army. They decided to use this practice of recruiting into the army after the director of the college in Nizhniye Achaluki boasted at a meeting that 30 students were drafted from his institution into the army. After that, the staff of the military enlistment offices and officials “picked up the idea.”

Ingush lawyer Kaloy Akhilgov says that the legality of this method depends on the procedure for issuing a subpoena. However, graduates after graduating from a bachelor’s or master’s degree can take advantage of the opportunity for postgraduate vacations until August 31 and provide a relevant certificate to the military registration and enlistment office. Then the agendas issued together with the diploma lose their significance.

Recall that earlier in Russia introduced unified register of conscripts. After receiving an electronic summons, leaving the Russian Federation is prohibited until the person appears at the military registration and enlistment office.

In April, electronic subpoenas began to receive residents of St. Petersburg.
