1. Indonesian citizen (WNI) is at least 18 years old and over.
2. Not currently taking formal education.
3. Are looking for work, workers or workers who have been laid off, as well as workers or laborers who need to improve their work competence, such as laid-off workers or workers and non-wage workers, including micro and small business actors.
4. Did not receive any other social assistance during the COVID-19 pandemic. Not registered as a recipient of assistance from the government such as the Ministry of Social Social Assistance (DTKS), recipient of BSU, BPUM or recipient of previous pre-employment cards.
5. Does not hold status as state officials, leaders and members of DPRD, State Civil Apparatus (ASN), TNI soldiers, members of the POLRI, Village and Village officials, Directors of Commissioners, Supervisory Board of State-Owned Enterprises (BUMN) or Owned Enterprises Region (BUMD).
6. Maximum 2 NIK in 1 KK who become Pre-Employment Card Recipients.
