Komnas HAM reports the results of the relevant investigations the tragedy of Kanjuruhan that killed hundreds of people. There are a number of Komnas HAM conclusions that were produced in the Kanjuruhan tragedy.
The kanjuruhan tragedy occurred after the Arema FC match against Persebaya which took place on Saturday night (1/10). A total of 135 people died in the accident and hundreds of others were injured.
The incident occurred due to the chaos that occurred after the match ended with a score of 2-3 for Persebaya’s victory. After the whistle signaled the end of the match, the audience had time to enter the field.
The officers then pushed back and fired tear gas, causing spectators to rush out of the stadium. Below are Komnas HAM’s conclusions on the Kanjuruhan tragedy:
There is a violation of human rights
Komnas Commissioner HAM Choirul Anam explained that the Kanjuruhan tragedy was a human rights violation due to the management of football matches which did not prioritize safety. Furthermore, this incident also occurred due to the excessive use of force by the security forces.
“The humanitarian tragedy at the Kanjuruhan stadium is a violation of human rights,” Anam said at a press conference in Jakarta. Komnas hamWednesday (2/11/2022).
Violation of the PSSI and FIFA Regulations
Furthermore, Anam said there is a security system that violates the rules PSSI And FIFA. This can be seen in the involvement of the TNI and the police who brought tear gas to the safety of the stadium.
“There is a security system that violates PSSI and FIFA rules with the involvement of the police and the TNI, among others, the entry of tear gas and tear gas, the use of prohibited safety symbols and vehicle facilities” , Anam said.
The violation of these rules is due to the fact that PSSI does not care about the safety principles contained in the PSSI and FIFA regulations. This can be seen from the cooperation agreement (PKS) between PSSI and the police which ignores the principles of safety and security.
“This violation of the PSSI and FIFA rules occurs because the design of safety in all football matches is the responsibility of the PSSI, regardless of the safety principles contained in the PSSI and FIFA regulations,” he said.
“PKS has finally become an official document and guideline for security agreements between PSSI and police that are in regulatory violation of PSSI and FIFA regulations and when applied contrary to these principles and rules,” he continued.
The security officer is not doing his duty
Additionally, Anam mentions security officers who are unable to plan, implement and control security. This is because there is no standardization of skills in carrying out their main tasks.
“The incompetence of this security officer is caused by the lack of standardization of capabilities through licensing or accreditation, which are tested and evaluated every time,” he said.
Concurrency elements ignore security
He said important elements in the organization of Arema FC’s match against Persebaya ignored security. However, it was a high-risk game.
“Ignoring safety, or at least not making safety one of the main pillars in the organization of the game, which is in fact a game with a high risk category,” said Anam.
Anam also stated that the President General and the Secretary General PSSI does not take concrete measures to ensure safety in high-risk matches. In this case, the authority possessed by the PSSI is not used to ensure the safety of the race.
“The president general and general secretary of the PSSI, among others, has not taken concrete measures in accordance with the regulations for high-risk matches to ensure safety and security,” he said.
The match supervisor who was aware of a violation of the PSSI and FIFA regulations also did not intervene. Even the organizing committee and the Arema club did not make safety an important factor by printing tickets beyond the capacity of the stadium.
“The match commissioner, among other things, was aware of the violation of the PSSI rules and FIFA did not take steps to prevent and / or prevent the violation from occurring,” said Anam.
PT LIB Greater importance of sponsors
Anam reveals, New Indonesian PT Championship (LIB) has not taken concrete steps to ensure high-risk matches. PT LIB, on the other hand, brings together the interests of the sponsor and the issuer.
“PT LIB as operator and responsible for the overall running of the competition, among others, has not taken concrete steps to ensure that high-risk matches are held in a safe and secure manner.
Anam said this was the cause of the Kanjuruhan tragedy which killed 135 people. This, Anam said, was not only a violation of the rules, it also entered the realm of crime.
