Faced with this new problem, which is common at this time of year, Asunción City Council confirmed that complaints can be made via WhatsApp at + 595 986-128777. The informants must send evidence such as videos, photos, the location, date and time of the event. “It is important that faces, license plates, apartments or shops can be identified,” says the municipality.
In the declaration she further confirms that each complaint is given an application number and that the corresponding procedures are carried out at the institutional level. Citizen attention is guaranteed from Monday to Friday from 8:00 a.m. to 3:00 p.m.
Outside these times, it is also recommended to report these environmental crimes to the 911 emergency call system, a local police station or the public prosecutor’s office and to achieve an end to the disturbing noise. “True friends correct each other fraternally, but when that is not possible, local and national government institutions must enforce the rules. Let’s go back to the principles of respect for people’s environmental rights, ”the statement continues.
It should be noted that the city administration works together with the police and the public prosecutor’s office so that they can receive complaints at any time and impose public order. Law No. 6390/20 regulates noise emissions (Articles 8 and 9) and clearly states that the police are empowered to act ex officio or through complaints in cooperation with the public prosecutor’s office in order to put an immediate end to noise nuisance.
Law No. 716, which punishes crimes against the environment, provides in Article 10 that a prison sentence of six to eighteen months and / or a fine of 100 to 500 statutory minimum wages between 8,434,000 guaranies and 42.170 million Gs. Noise, vibration or shock waves that violate the limit values specified in the relevant ordinance can be punished.
