Compensation for yesterday’s hail is likely to be small for gardeners – 2024-04-26 06:27:56


This morning the MOH announced that the expert commissions are ready to start surveying the damage they caused yesterday afternoon the hailstones in southern Bulgaria.

Farmers are counting on the ministry to help them get back on their feet in this difficult crisis for those affected.

There are destroyed vineyards, oil rose gardens, wheat crops, orchards and generally everything that is in the field.

There is also state aid for insurancewhich farmers may not yet have benefited from.

On March 21, the fund announced the good news, that this year the percentage of insurance co-financing by the Ministry is higher. For fruits and vegetables, it was raised from 65 to 70 percent, and for cereals and oil crops from 35 to 50 percent (for the first 600 ha). The financial resource of the aid is BGN 3 million.

Here the question is whether the insurers were inclined to conclude contracts with an earlier date, for example, as early as March. For years, fruit and vegetable growers have complained that insurance companies do not take chances with early contracts, as there are serious risks to fruit crops in the spring due to frost and frost. This means serious compensation costs for them. Precisely because of the frosts that occur at the end of March and in April, the companies prefer the insurance umbrella to open from April 20-30.

According to the rules, the ministry will grant 80% of the costs incurred as compensation to those who have taken out insurance. The uninsured will receive half of that amount.

Acceptance of application for participation in state insurance assistance began on March 25 and will continue until the end of July.

In the DFZ Guidelines it is written in part IV: “Pre-paid expenses for insurance premiums issued prior to the issuance of the certificate by DF “Agriculture” under item 10.3 are not covered. of the guidelines for the implementation of the support scheme.

Clause 10.3 states: “DFZ makes a decision to approve the application or reject it within 10 working days of its submission. If the DFZ has approved the submitted application, it issues a certificate to the farmer for participation in the aid. On the basis of the issued original certificate, the farmer concludes an insurance contract/policy with the insurance companies with which the fund has concluded an agreement„.

Here, as can be seen, the time window for concluding an insurance contract before the fall of yesterday’s hail is quite small.

Because besides these 10 working days, there is something else. In the March 21 press release, the fund invites (through the media) insurance companies to enter into an agreement with the institution. Shouldn’t it have been earlier?
