Common Way: “Region and Usl intervene immediately to solve the shortcomings of S. Maria della Stella”

Recognize the central role of the Orvieto Hospital. Filling the vacant roles of directors of complex structures. Increase the staffing of medical and nursing staff. Strengthen territorial medicine also thanks to the enhancement of the Health Houses and PES present in the area. Promote the rapid resumption of all activities suspended or reduced as a result of the Covid-19 emergency.

These are the requests contained in the motion presented to the City Council by the council group “Cammino Comune” of Castel Viscardo. Discussed and approved in the session of Tuesday 29 September, commits the mayor and has come to urge Usl Umbria 2 and the Umbria Region to urgently resolve all the shortcomings that, unfortunately, the Santa Maria della Stella is currently suffering from.

“This territory cannot be considered a second-class area compared to other parts of the region – the group argue – the Orvieto Hospital represents for this territory a strategic and functional health facility for the entire district community and that for this reason it must quickly return to pre-Covid efficiency. The structures and social and health services present in the Orvieto area are fundamental to guaranteeing the right to health protection, especially in this pandemic period “.

The text of the motion follows in full:

AGENDA SUBJECT – Requalification of the hospital and the services and health facilities of the territory of the municipalities of Orvieto in the context of regional health planning policies and the protection of citizens’ health.

The Municipal Council of Castel Viscardo

given that:

• the national health system, public and universal, is of absolute centrality and importance for the life of citizens;

• the ‘regional health planning’ and the administrative acts of USL Umbria2 and the Region represent the main tools for the organization and management of the health system also in our territory;

• regional planning must guarantee a universal and equitable health service system, rooted in local communities and above all respectful of the needs and composition of the territory;

• the socio-health policies of the hospital and of the territory of the Orvieto district represent an important topic of confrontation between political, institutional and social forces;

• the health emergency we are experiencing is further aggravating the services of the hospital and the territory and the weakening of services to citizens in terms of public health is creating many fears among the population;

• the municipal administration of Castel Viscardo also has the duty to represent the interests of our communities and to intervene officially to urgently request actions aimed at safeguarding the right to health of all citizens;

whereas

• the Hospital of Orvieto and the local services of the Orvieto area, over the last few years, have undergone various reorganizations, which have caused the remodeling and sometimes the weakening of some structures, severely penalizing the local communities of this area;

• it is considered of fundamental importance to definitively and permanently identify the figure of Health Director of the hospital unit in order to impart in a clear and homogeneous way, in line with the regional planning guidelines, the most appropriate provisions for the complete resumption of activities ;

• the positions of Director of the Complex Structure of Ophthalmology, Pediatrics and Orthopedics are not yet held at the Orvieto Hospital, and that there are shortages of medical staff in the emergency room, all essential services in an emergency emergency unit;

• despite the gradual return to normality of the alarm caused by the Coronavirus, in recent weeks the full operation of the Santa Maria della Stella has not been restored. Despite the promises and reassurances of the Region, not all the beds in Cardiology, Orthopedics, Surgery and Pediatrics are operational to date;

• as regards the diagnostic tests: radiographic, magnetic resonance and CT scan work in an emergency regime, the whole ultrasound system can be booked only with RAO and managed externally by a private individual, while the samples (unless prescribed with RAO U 72 hours ) have a waiting time of over a week;

• as regards the outpatient clinics, it appears that almost all work only for emergencies, some checks cannot be booked while extraordinary follow-up sessions would be necessary; even the ENT and dermatologist would not be bookable;

• there is a suffering of local medicine, lacking for some time in personnel, structures and means and it should be noted that following the recent pandemic, these services have been essential for monitoring and protecting public health, thanks to the rapid contact with users and the territory;

considering that:

• this territory cannot be considered a series B area compared to other parts of the Umbria Region, whose community must benefit from greater attention in the field of health;

• many concerns have been created in the population, in the administrators of the municipalities, in the trade unions, in the social-health operators, in the political forces that have come out publicly, even with press articles, in defense of the hospital and the local health services;

given that:

• the Orvieto Hospital represents for this territory a strategic and functional healthcare facility for the entire district community and which for this reason must quickly return to pre-Covid efficiency;

• the structures and social and health services present in the Orvieto area are essential to guarantee the right to health protection, especially in this pandemic period;

all that being said:

the Municipal Council of Castel Viscardo commits the Mayor and the Municipal Council to take all the necessary actions to urge the Usl Umbria 2 and the Umbria Region for the urgent resolution of all the problems expressed in the introduction and in particular:

– recognize the central role of the Orvieto Hospital, an emergency-urgency unit that has become in recent years a point of reference not only for the Orvieto area but also for upper Lazio and lower Tuscany;

– fill the vacant roles of the Directors of Complex Structures and increase the staffing of medical and nursing staff where lacking throughout the hospital;

– strengthen local medicine also thanks to the enhancement of the Health Houses and PES present in the area and the provision of personnel and means;

– favor the rapid resumption of all activities suspended or reduced as a result of the Covid-19 emergency.
