Retired Colonel Tapped to Oversee Troubled Colombian Utility
In a surprising move, Bogotá officials have appointed retired Colonel José Luis Palomino López as the temporary leader of Valledupar SA Public Services Company (Emdupar). This decision comes amidst growing concerns over Emdupar’s financial stability and operational efficiency.
Palomino López brings three decades of experience in various regions across Colombia, including Antioquia, Santander, Casanare, Nariño, and the Barranquilla metropolitan area. The retired colonel holds a degree in police administration and specializes in security matters. Currently, he’s pursuing a master’s degree in criminology and victimization from the Graduate School of the Miguel Gomez Padilla Academy.
Emdupar’s troubles stem from a decision made in June 2024 by Superservicios, Colombia’s public services regulatory agency.
“Through Resolution No. 20241000312505 in June 2024, Superservicios changed the simple administration procedure of Emdupar, to an intervention for liquidation purposes, with a temporary administration level,” according to official statements.
This intervention measures arose from a “detailed assessment of the company’s current situation and the need to implement tougher and more effective corrective measures, in search of a business solution,” the statement added. Emdupar has been facing challenges since March 2023.
The appointment of Palomino López signals a sense of urgency in tackling Emdupar’s issues. His security and administrative expertise, coupled with his extensive law enforcement background, may provide the company with the needed restructuring and leadership.
