Anna Brodele was nominated as the representative of the initiative. Brodole pointed out that these courtyards of multi-apartment residential buildings built in Soviet times are not suitable for parking cars, while not all Latvian municipalities have the money or political will to rebuild them.

“However, these municipalities should not be urged to impose penalties. Let’s say once and for all loudly and honestly – residents cannot and must not be victims and culprits of municipal failure, or be” dairy cows “. If there are no greenery in the so-called” green zone “, yes, but they are neither cared for nor maintained by the municipality, then it is necessary to allow two – wheeled cars to enter and park cars belonging to residents living in Soviet – era apartment buildings right next to these areas, “said Brodele.

In order to implement the proposed changes, the Road Traffic Regulations should be amended, stipulating that vehicles of categories M1 and N1 specified in the regulatory enactments of the European Union are allowed to stop and stand in the green zone of courtyards of multi-apartment residential buildings put into operation before 21 August 1991. (on public lawns, greenery, etc.) with at least two car wheels on the carriageway, unless the municipality concerned has sown grass or planted or cared for shrubs, trees, flowers or other plants in the area during the 12 calendar months prior to the adoption of these amendments, supported by appropriate supporting documents and evidence from photographs or video recordings.

“The people of Latvia cannot be responsible for the fact that the USSR regime, in designing and building blocks of buildings, has not provided places for the residents to park their cars,” Brodele emphasized.
