Cofopri and district municipality sign cooperation agreement for property formalization in Moquegua

The Informal Property Formalization Agency (Cofopri), an entity attached to the Ministry of Housing, Construction and Sanitation, and the district municipality of San Antonio (Moquegua) signed the inter-institutional cooperation agreement to begin formalization work on 1,118 lots pending titling .

In a public ceremony, the mayor of San Antonio, Santos Villegas Mamani, and the executive director of Cofopri, Manuel Montes Boza, presented the inter-institutional agreement to Moqueguano authorities and residents.

Manuel Montes Boza, executive director of Cofopri, pointed out that thanks to this agreement, actions will be promoted to reduce the gap in property informality.

To this end, he indicated, various formalization and physical-legal sanitation actions will be carried out for the benefit of 18 informal possessions in the district of San Antonio, province of Mariscal Nieto, which would directly benefit more than 5,000 citizens.

Benefits of formalization

“With the formalization of the property that Cofopri executes, thousands of families in Moquegua will be able to access a property title registered in the Public Registries, thus being recognized by the State as formal owners of the home that they have inhabited for years and be subject to credit with financial institutions, have the security of inheriting a property registered in the land registry and access the housing programs of the Ministry of Housing and others benefits”Montes detailed.

The mayor of San Antonio, Santos Villegas Mamani, stated: “The agreement with Cofopri aims to formalize the owners that we have in our district area. Many families will benefit from a property title.”

For this, he said, they will have the advice and technical assistance of Cofopri, which as of today is already coordinating with the purpose of meeting this objective so that thousands of families in San Antonio can have access and have legal certainty through a property title duly registered in the Public Registries.

Municipality will be in charge of risk analysis reports

In merit of the institutional agreement, the district municipality of San Antonio must issue the risk analysis reports of the informal possessions to be intervened, which represent one of the main requirements for urban property formalization.

These studies will allow to know the level of risk of the towns under study and if these are mitigable or not. Likewise, the municipality agrees to participate in the implementation of actions to mitigate the identified risks.

This act of presentation of the agreement signed between Cofopri and the district municipality of San Antonio takes place in the context of the forum “Processes of formalization in rural and urban properties”, organized by the office of congressman Jorge Coayla Juárez, in the auditorium of the University National of Moquegua.

The agreement is developed as part of Cofopri’s actions to promote access to the massive formalization of informal property as a generator of a social policy to overcome poverty and reduce urban property precariousness.
